Description of Goods and Services

This Purchase Order is issued by the Lagos Metropolitan Emergency Response Authority (LMERA) to procure the services of a fully certified Paramedic team for deployment across the Nigeria Lagos metropolitan area. The scope of this procurement encompasses the provision of advanced life support (ALS) Paramedic personnel, equipped ambulances, and associated emergency medical response services to support the ongoing public health infrastructure of Nigeria Lagos.

The Paramedic services procured under this Purchase Order shall include but are not limited to: dispatch and response to emergency medical incidents within a maximum response time of fifteen (15) minutes from the point of call; on-scene advanced cardiac life support (ACLS) and pediatric advanced life support (PALS); trauma management and stabilization; patient transport to designated tertiary hospitals within Nigeria Lagos; and provision of pre-hospital critical care in line with the Nigerian Ambulance Service Standards and the National Emergency Medical Services Act.

Terms and Conditions

1. This Purchase Order constitutes a binding agreement between the Buyer and the Supplier for the provision of Paramedic emergency medical services within the Nigeria Lagos metropolitan area. All terms herein shall be governed by the laws of the Federal Republic of Nigeria.

2. The Supplier shall ensure that all Paramedic personnel deployed under this Purchase Order hold valid certification from the Nigerian Ambulance Service (NAS) and the National Emergency Medical Services Board. Each Paramedic must possess a minimum of three (3) years of documented field experience in emergency medical response, with specific proficiency in urban trauma management relevant to the high-density traffic and infrastructure conditions of Nigeria Lagos.

3. The Supplier shall maintain a minimum of two (2) fully operational Paramedic-equipped ambulances on standby at all times within each designated zone of Nigeria Lagos. Response times shall not exceed fifteen (15) minutes from the initial emergency call for any location within the Nigeria Lagos operational boundary.

4. The Supplier shall provide monthly operational reports to the Buyer, detailing the number of emergency calls received, Paramedic response times, patient outcomes, and any incidents or near-misses encountered during operations in Nigeria Lagos. These reports shall be submitted by the fifth (5th) business day of each subsequent month.

5. The Buyer reserves the right to conduct unannounced inspections of the Paramedic units, vehicles, and medical supplies to ensure compliance with the standards outlined in this Purchase Order. Failure to meet the stipulated quality benchmarks on two (2) consecutive inspections shall constitute grounds for termination of this Purchase Order with thirty (30) days written notice.

6. All Paramedic personnel shall be covered under comprehensive occupational health and accident insurance as mandated by the Nigerian Labour Act. The Supplier shall bear full responsibility for any claims arising from workplace injuries sustained by Paramedic staff during the course of their duties in Nigeria Lagos.

7. Payment shall be processed within thirty (30) days of receipt of a valid invoice. Late payments shall attract a penalty of two percent (2%) per month as stipulated under Nigerian commercial law. The Supplier shall provide all invoices in the name of Paramedic First Response Services Ltd. with the Purchase Order number NLG-PARA-2025-0047 clearly referenced.

8. This Purchase Order may be amended only by written addendum signed by both parties. No verbal modifications shall be binding. Any disputes arising from this Purchase Order shall be resolved through arbitration in Lagos, Nigeria, in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004.

9. The Supplier shall comply with all data protection regulations under the Nigeria Data Protection Act 2023 regarding the handling of patient medical records and personal information collected during Paramedic interventions in Nigeria Lagos.

Acceptance and Authorization

By signing below, both parties acknowledge and agree to the terms, conditions, and scope of services outlined in this Purchase Order for the provision of Paramedic emergency medical services in Nigeria Lagos.
