This Purchase Order is issued by the Dakar Regional Emergency Medical Services Directorate to formally procure the services of a certified Paramedic team along with associated emergency medical equipment for continuous deployment across the urban and peri-urban zones of Senegal Dakar. The Paramedic personnel engaged under this Purchase Order shall be responsible for pre-hospital emergency care, advanced life support interventions, patient stabilization, and safe transport to designated medical facilities within the Dakar metropolitan area.

The Paramedic team shall consist of a minimum of six (6) fully licensed Paramedic professionals, each holding a valid Senegalese paramedic license issued by the Ministry of Health of Senegal, with a minimum of five (5) years of documented field experience in emergency medical services. All Paramedic staff must be fluent in French and Wolof to ensure effective communication with patients and local communities throughout Senegal Dakar.

  1. Compliance with Senegalese Law: All Paramedic services rendered under this Purchase Order shall comply with the laws of the Republic of Senegal, including but not limited to the Code de Santé Publique and regulations issued by the Ministry of Health regarding emergency medical response in Senegal Dakar.
  2. Response Time: The Paramedic team shall achieve an average response time of no more than twelve (12) minutes from dispatch to on-scene arrival at any location within the Dakar urban perimeter, as monitored by the GPS dispatch system.
  3. Payment Terms: Payment shall be made in three (3) equal quarterly installments via bank transfer to the supplier's designated account in Senegal Dakar. Each installment is due within thirty (30) days of the end of the respective quarter, subject to satisfactory performance review.
  4. Performance Bond: The supplier shall provide a performance bond equivalent to ten percent (10%) of the total Purchase Order value, issued by a bank licensed to operate in Senegal, valid for the duration of the contract plus sixty (60) days.
  5. Insurance: The supplier shall maintain comprehensive professional liability insurance covering all Paramedic personnel and equipment, with a minimum coverage of 500,000,000 XOF per incident, valid throughout the operational period in Senegal Dakar.
  6. Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of material breach by the supplier, the Buyer may terminate immediately upon written notice, and the supplier shall refund all unearned payments within fifteen (15) business days.
  7. Confidentiality: All patient data collected by the Paramedic team during operations in Senegal Dakar shall be handled in strict accordance with Senegalese data protection regulations and shall not be disclosed to any third party without written consent.
  8. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Senegal Dakar. If mediation fails, the matter shall be submitted to the competent commercial courts of Dakar, Senegal.

All Paramedic personnel must complete onboarding, local orientation, and integration with the existing Dakar emergency dispatch network no later than 25 July 2025. The three (3) emergency ambulances and all Paramedic medical kits must be delivered to the designated staging facility at the Plateau District headquarters in Senegal Dakar by 30 July 2025. Full operational readiness of the Paramedic team is required by 01 August 2025, coinciding with the start of the rainy season in Senegal Dakar, when emergency call volumes historically increase by approximately thirty-five percent (35%).

This Purchase Order constitutes a binding procurement instrument upon signature by both authorized representatives. The supplier acknowledges receipt of this Purchase Order and agrees to fulfill all obligations described herein for the Paramedic services and equipment to be deployed in Senegal Dakar.
