This Purchase Order is issued by the City of Johannesburg Metropolitan Health Services to procure comprehensive Paramedic emergency response services across the metropolitan area of South Africa Johannesburg. The contracted Paramedic services shall include, but are not limited to, the following operational components as detailed in the line items below. All Paramedic personnel deployed under this Purchase Order must hold valid South African Council for Advanced Clinical Practice (SACACP) registration and be certified in Advanced Trauma Life Support (ATLS) and Pre-Hospital Trauma Care (PHTC) as mandated by the National Department of Health of South Africa.

- Scope of Service: The Paramedic services procured under this Purchase Order shall be delivered exclusively within the metropolitan boundaries of South Africa Johannesburg, including all six municipal districts. No Paramedic unit shall be redeployed outside the Johannesburg metropolitan area without prior written authorisation from the Purchasing Entity.
- Response Time Standards: All Paramedic units must achieve a response time of no more than 8 minutes for urban Johannesburg areas and no more than 15 minutes for peri-urban and rural fringes of the Johannesburg metropolitan region. Failure to meet these standards for three consecutive incidents will trigger a service-level penalty of 5% of the monthly contract value.
- Paramedic Qualifications: Every Paramedic deployed under this Purchase Order must present valid professional registration, a current driver's licence (Code B minimum), and proof of annual medical fitness. The Supplier shall maintain a register of all Paramedic personnel and make it available for audit by the Purchasing Entity upon request.
- Payment Terms: Payment shall be made within 30 (thirty) calendar days from the date of receipt of a valid tax invoice. Invoices must reference this Purchase Order number (PO-JHB-PARA-2025-04782) and be submitted to the accounts payable department at the City of Johannesburg headquarters in Braamfontein.
- Service Period: This Purchase Order covers a 12-month service period commencing 1 July 2025 and expiring 30 June 2026, subject to annual performance review and renewal by mutual agreement.
- Insurance and Liability: The Supplier shall maintain comprehensive public liability insurance of no less than R 10,000,000 and professional indemnity insurance of no less than R 5,000,000 for all Paramedic operations conducted in South Africa Johannesburg. Certificates of insurance must be provided prior to commencement of services.
- Compliance with South African Law: All Paramedic services rendered under this Purchase Order shall comply with the National Health Act (Act No. 61 of 2003), the Occupational Health and Safety Act (Act No. 85 of 1993), and all applicable regulations of the South African Health Products Regulatory Authority (SAHPRA).
- Termination: Either party may terminate this Purchase Order with 60 (sixty) days' written notice. The Purchasing Entity reserves the right to terminate immediately in the event of material breach, including but not limited to, the deployment of unqualified Paramedic personnel or gross negligence in patient care.
- Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved in accordance with the rules of the Johannesburg Centre for Dispute Resolution. The governing law of this Purchase Order is the law of the Republic of South Africa.
- Confidentiality: All patient information handled by Paramedic staff under this Purchase Order is subject to the Protection of Personal Information Act (POPIA, Act No. 4 of 2013) and the Health Professions Council of South Africa (HPCSA) code of conduct.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the provision of Paramedic emergency services in South Africa Johannesburg. This document constitutes a binding agreement between the Purchasing Entity and the Supplier for the duration of the service period stated herein.
