This Purchase Order is issued by the Seoul Metropolitan Emergency Medical Services Authority to procure the services of qualified Paramedic professionals to be deployed across the metropolitan area of South Korea Seoul. The Paramedic personnel engaged under this Purchase Order shall provide advanced pre-hospital emergency medical care, including but not limited to cardiac arrest management, trauma stabilization, airway management, intravenous medication administration, and patient transport coordination within the Seoul metropolitan region.
All Paramedic staff assigned under this Purchase Order must hold a valid South Korean Emergency Medical Technician – Paramedic (EMT-P) license issued by the Ministry of Health and Welfare of the Republic of Korea. Additionally, each Paramedic must demonstrate proficiency in Korean-language patient communication and be familiar with the emergency response protocols specific to the Seoul metropolitan infrastructure, including the Seoul Metropolitan Subway emergency evacuation procedures and the Gangnam, Hongdae, and Myeongdong high-density pedestrian zone response plans.

- 5.1 This Purchase Order is governed by the laws of the Republic of Korea. Any disputes arising from this Purchase Order shall be resolved through arbitration in Seoul, South Korea, in accordance with the rules of the Korean Commercial Arbitration Board.
- 5.2 The Vendor shall ensure that every Paramedic engaged under this Purchase Order maintains a current and valid EMT-P license throughout the contract term. Failure to maintain licensure shall result in immediate termination of the affected Paramedic's assignment and a penalty of KRW 500,000 per incident.
- 5.3 All Paramedic personnel must complete a minimum of 40 hours of Seoul-specific emergency response training within the first 30 days of commencement, covering the Seoul Fire and Emergency Management Agency protocols, the Seoul Metropolitan Government's disaster response framework, and multilingual patient communication (Korean, English, and Mandarin Chinese).
- 5.4 Payment shall be made on a monthly basis within 30 days of invoice submission. Invoices must be submitted in Korean Won (KRW) and include the Vendor's business registration number and applicable tax identification as required by South Korean tax law.
- 5.5 The Vendor is responsible for all statutory employer obligations under South Korean labor law, including but not limited to the National Pension Service, National Health Insurance, and Employment Insurance contributions for all Paramedic staff.
- 5.6 The Vendor shall maintain a minimum of 95% Paramedic availability across all Seoul districts during peak emergency hours (06:00–23:00 KST). Failure to meet this threshold for two consecutive months shall constitute a material breach of this Purchase Order.
- 5.7 All Paramedic personnel shall be subject to background checks conducted in accordance with South Korean criminal record disclosure regulations and must pass a Seoul Metropolitan Government medical fitness examination prior to deployment.
- 5.8 The Vendor shall provide a monthly operational report to the Seoul Metropolitan Emergency Medical Services Authority detailing Paramedic response times, patient outcomes, and incident statistics for all operations conducted within South Korea Seoul.
This Purchase Order becomes effective upon signature by both parties. The Vendor acknowledges receipt of this Purchase Order and agrees to fulfill all Paramedic service obligations as specified herein for the designated service area of South Korea Seoul.
