All Paramedic personnel assigned under this contract must hold a valid Técnico Superior en Emergencias Sanitarias (TSES) qualification recognized by the Comunitat Valenciana and must be registered with the relevant professional college in Valencia.

All Paramedic personnel procured under this Purchase Order shall be physically deployed and stationed within the administrative boundaries of the Province of Valencia, Comunitat Valenciana, Spain. The primary operational base for this Purchase Order is the SEM Valencia headquarters located at Av. de la Constitución, 10, 46003 Valencia. Secondary deployment points include the Hospital General Universitari de Valencia, Hospital Dr. Pí i Sunyer, and the emergency response stations in the Turia river basin and the Valencia port authority zone.
Each Paramedic assigned under this Purchase Order must be available for a minimum of 1,800 operational hours per year, distributed across 24-hour shifts in accordance with the Estatuto Marco del Personal Estatutario de los Servicios de Salud (Real Decreto Legislativo 5/2015). The Paramedic response time target for all zones within Spain Valencia shall not exceed 8 minutes from the initial 061 emergency call to on-scene arrival.
During the peak summer season (1 June to 30 September), the Paramedic deployment in the Valencia coastal zone shall be increased by 25% to accommodate the elevated tourist population and the increased risk of heat-related medical emergencies along the Malvarrosa and La Malvarrosa beaches. This seasonal adjustment is a binding condition of this Purchase Order.
Payment for the services and items specified in this Purchase Order shall be made in quarterly installments via direct bank transfer (SEPA) to the account designated by MedAssist Iberia S.L. The first installment is due within 30 calendar days of the commencement date of the Paramedic deployment. All payments are subject to the supplier providing valid Spanish fiscal invoices (facturas) compliant with the Ley 58/2003 General Tributaria and the applicable IVA regulations of the Comunitat Valenciana.
A retention of 5% of each quarterly payment shall be held by the buyer until the final acceptance of all Paramedic service deliverables at the conclusion of the 12-month contract period. Late payment beyond the 30-day window shall incur interest at the rate established by the Ley 3/2004 de lucha contra la morosidad en las operaciones comerciales.
The supplier, MedAssist Iberia S.L., warrants that all Paramedic personnel engaged under this Purchase Order are fully insured under Spanish social security (Seguridad Social) and carry professional liability insurance with a minimum coverage of 1,000,000 EUR per incident. The supplier shall comply with all applicable Spanish labor legislation, including the Estatuto de los Trabajadores (Real Decreto Legislativo 2/2015), and all regional labor regulations specific to the Comunitat Valenciana.
All Paramedic data processing related to patient information handled during emergency responses in Spain Valencia shall comply with the Reglamento General de Protección de Datos (RGPD) and the Ley Orgánica 3/2018 de Protección de Datos Personales y garantía de los derechos digitales. The supplier shall designate a Data Protection Officer (DPO) based in Valencia for the duration of this Purchase Order.
This Purchase Order becomes binding upon written acceptance by the supplier within 10 business days of the date of issue. Either party may cancel this Purchase Order with 60 days' written notice, subject to the payment of any Paramedic services already rendered. Disputes arising from this Purchase Order shall be resolved by the competent courts of Valencia, Spain, in accordance with Spanish civil and commercial law.
