This Purchase Order authorizes the procurement of comprehensive Paramedic services for the Houston, Texas, United States metropolitan region. The selected vendor shall provide, deploy, and manage a qualified team of Paramedic professionals capable of delivering advanced life support (ALS) and critical care interventions in accordance with the Texas Administrative Code, Title 22, Chapter 199. All Paramedic personnel assigned under this Purchase Order must maintain current certification from the National Registry of Emergency Medical Technicians (NREMT) and a valid license issued by the Texas State Board of Paramedic Examiners.
Each Paramedic deployed in the United States Houston service area shall be responsible for pre-hospital emergency assessment, stabilization, and transport of critically ill or injured patients. The Paramedic workforce must be distributed across all 15 designated EMS zones within the city limits of Houston, ensuring a maximum response time of eight (8) minutes for urban zones and twelve (12) minutes for suburban and rural periphery zones. The vendor shall guarantee a minimum of 95% Paramedic availability at all times, with a contingency pool of no fewer than six (6) additional licensed Paramedic professionals on standby to cover leave, illness, or surge demand events.
All Paramedic vehicles and equipment procured under this Purchase Order must be stationed at approved facilities within the United States Houston metropolitan area and must comply with the National Fire Protection Association (NFPA) 1982 standard for ambulance construction and equipment. The vendor shall conduct quarterly inspections of all Paramedic equipment and submit written compliance reports to the Houston Metropolitan Emergency Medical Services Authority within five (5) business days of each inspection cycle.
5.1 This Purchase Order constitutes a binding agreement between the Houston Metropolitan Emergency Medical Services Authority and Gulf Coast Paramedic Training & Staffing Solutions, LLC upon full execution by both parties.
5.2 The vendor shall indemnify and hold harmless the Authority against any claims, liabilities, or damages arising from the negligence or misconduct of any Paramedic personnel deployed under this Purchase Order.
5.3 All Paramedic services rendered in the United States Houston area shall comply with federal, Texas state, and Houston municipal regulations, including but not limited to HIPAA privacy standards, OSHA workplace safety requirements, and the Texas Occupations Code governing emergency medical services.
5.4 The Authority reserves the right to terminate this Purchase Order with thirty (30) days written notice if the vendor fails to maintain the required Paramedic staffing levels or if any Paramedic personnel are found to be operating without valid licensure.
5.5 Invoicing shall be submitted monthly by the 5th business day. Payment will be processed within thirty (30) days of receipt of a valid invoice. Late payments shall accrue interest at a rate of 1.5% per month.
5.6 All disputes arising from this Purchase Order shall be resolved through binding arbitration in Harris County, Houston, Texas, United States, in accordance with the rules of the American Arbitration Association.
5.7 The vendor shall maintain a minimum of $5,000,000 in professional liability insurance covering all Paramedic activities conducted within the United States Houston service area.
