This Purchase Order is issued by the City and County of San Francisco to procure contracted Paramedic emergency medical services for deployment across the United States San Francisco metropolitan service area. The contracted Paramedic personnel shall provide advanced life support (ALS) and basic life support (BLS) emergency medical response in accordance with the California Code of Regulations, Title 16, Division 1.5, and all applicable San Francisco Municipal Code provisions governing emergency medical services.
The Paramedic services under this Purchase Order shall include, but are not limited to: dispatch and response to 911 emergency calls within the United States San Francisco city limits; on-scene patient assessment and stabilization; advanced cardiac life support (ACLS); pediatric and neonatal emergency care; trauma management; and transport of critically ill or injured patients to designated receiving hospitals within the San Francisco Bay Area. All Paramedic personnel engaged under this Purchase Order must hold a current California Paramedic license issued by the California Department of Industrial Relations, Division of Occupational Safety and Health, and must maintain valid Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certifications through the American Heart Association.

All prices are quoted in United States Dollars (USD) and are firm for the duration of the contract term. No price adjustments shall be made without written amendment to this Purchase Order approved by the City and County of San Francisco Office of the City Administrator.
6.1 This Purchase Order is governed by the laws of the State of California and the municipal ordinances of the City and County of San Francisco, United States. Any disputes arising from this Purchase Order shall be resolved in the Superior Court of California, County of San Francisco.
6.2 The vendor shall ensure that all Paramedic personnel assigned under this Purchase Order are properly licensed, insured, and background-checked in accordance with San Francisco Municipal Code Section 19.12 and California Health and Safety Code Section 1799.101 et seq.
6.3 The vendor shall maintain a minimum of 98% Paramedic staffing availability across all shifts within the United States San Francisco service area. Failure to meet this threshold for two consecutive months shall constitute a material breach of this Purchase Order.
6.4 All Paramedic services rendered under this Purchase Order shall comply with the San Francisco Fire Department's Emergency Medical Services protocols and the California Office of Statewide Health Planning and Development (OSHPD) reporting requirements.
6.5 The vendor shall submit monthly invoices to the San Francisco Department of Public Health Accounts Payable Division no later than the fifth (5th) business day of the following month. Payment shall be processed within thirty (30) days of valid invoice receipt.
6.6 This Purchase Order may be terminated by either party with sixty (60) days' written notice. In the event of termination, the vendor shall ensure a minimum of thirty (30) days of continued Paramedic service coverage to prevent disruption of emergency medical services to the residents of United States San Francisco.
By signing below, the undersigned parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of Paramedic emergency medical services in the United States San Francisco service area.
