1. Description of Services Required

This Purchase Order is issued by the Ethiopian Petroleum Exploration & Development Corporation (EPEDC), headquartered in Ethiopia Addis Ababa, to procure the professional services of a qualified Petroleum Engineer to support the ongoing hydrocarbon exploration and production activities in the Ogaden Basin and the Main Ethiopian Rift Valley. The Petroleum Engineer shall be engaged on a full-time, on-site basis at the EPEDC operational offices located in Ethiopia Addis Ababa, with periodic field deployments to exploration sites as directed by the Project Director.

2. Scope of Work

The Petroleum Engineer engaged under this Purchase Order shall perform the following duties and responsibilities:

3. Qualification Requirements for the Petroleum Engineer

The Petroleum Engineer appointed under this Purchase Order must satisfy the following minimum qualifications:

  • A minimum of a Bachelor's degree in Petroleum Engineering, Chemical Engineering, or a closely related discipline from an accredited university.
  • A minimum of ten (10) years of progressive professional experience in petroleum exploration, drilling, or production engineering, with at least five (5) years in African geological basins.
  • Professional certification from a recognized body (e.g., SPE, IChemE, or equivalent Ethiopian engineering council registration).
  • Demonstrated proficiency in reservoir simulation software (Eclipse, tNavigator, or equivalent) and well design software.
  • Fluency in English; working knowledge of Amharic is considered an advantage for coordination with local teams in Ethiopia Addis Ababa.
  • Valid work permit or eligibility for work authorization in the Federal Democratic Republic of Ethiopia.
4. Payment Terms and Conditions
  1. Payment shall be made in monthly installments within thirty (30) calendar days of receipt of a valid invoice from the service provider, subject to satisfactory completion of the deliverables outlined in this Purchase Order.
  2. A retention of ten percent (10%) shall be withheld from each monthly payment and released in full upon successful completion of the entire contract term, provided all deliverables have been accepted by EPEDC management in Ethiopia Addis Ababa.
  3. All payments shall be made via bank transfer to the account designated by GeoTech Professional Services PLC, domiciled in Ethiopia Addis Ababa.
  4. Taxes, levies, and statutory deductions applicable under Ethiopian fiscal law shall be borne as per the prevailing regulations of the Federal Revenue Authority of Ethiopia.
  5. No additional charges shall be incurred beyond the total contract value stated herein unless a formal amendment to this Purchase Order is executed in writing by both parties.
5. General Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the parties upon signature and is governed by the laws of the Federal Democratic Republic of Ethiopia. Any disputes arising shall be resolved through arbitration in Ethiopia Addis Ababa in accordance with the Ethiopian Arbitration and Conciliation Proclamation.
  2. The Petroleum Engineer shall comply with all health, safety, and environmental (HSE) standards set by EPEDC and the Ethiopian Ministry of Mines and Petroleum.
  3. All data, reports, and intellectual property generated during the course of this engagement shall remain the exclusive property of EPEDC. The Petroleum Engineer shall sign a non-disclosure agreement prior to commencing work.
  4. Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination for convenience, the service provider shall be compensated for services rendered up to the effective date of termination.
  5. The service provider shall maintain professional indemnity insurance with a minimum coverage of ETB 5,000,000, valid throughout the contract period in Ethiopia Addis Ababa.
  6. This Purchase Order may not be assigned or subcontracted without the prior written consent of EPEDC.
