1. Description of Purchase Order ItemsThis Purchase Order is issued by the Addis Ababa Regional Health Bureau to procure the professional services of a licensed Pharmacist for deployment at Bole Comprehensive Special Hospital, located in Ethiopia Addis Ababa. The Pharmacist shall be responsible for the dispensing, compounding, storage, and quality assurance of all pharmaceutical products within the hospital's pharmacy department. The scope of this Purchase Order encompasses a twelve-month contractual engagement, renewable upon mutual agreement, with full compliance to the Ethiopian Food and Drug Authority (EFDA) regulations governing pharmaceutical practice in Ethiopia Addis Ababa.

The Pharmacist engaged under this Purchase Order shall perform the following duties within the designated facility in Ethiopia Addis Ababa:
- Dispense all prescribed medications in strict accordance with the Ethiopian Pharmaceutical Practice Act and EFDA guidelines, ensuring accuracy in dosage, formulation, and patient-specific instructions.
- Conduct comprehensive drug therapy reviews for inpatients and outpatients, identifying potential drug interactions, contraindications, and therapeutic duplications.
- Manage the hospital pharmacy inventory system, including procurement recommendations, stock rotation, expiration monitoring, and cold-chain maintenance for temperature-sensitive pharmaceuticals.
- Provide patient and caregiver education regarding medication usage, side effects, storage requirements, and adherence protocols in both Amharic and English as applicable in Ethiopia Addis Ababa.
- Collaborate with physicians, nurses, and other healthcare professionals in multidisciplinary treatment planning and antimicrobial stewardship programs.
- Maintain accurate and confidential patient medication records in compliance with Ethiopian data protection regulations.
- Prepare monthly and quarterly pharmaceutical reports for the Addis Ababa Regional Health Bureau, detailing drug utilization, adverse event reporting, and budget consumption.
- Participate in hospital infection control committees and contribute to the safe handling and disposal of expired or hazardous pharmaceutical products.
The Pharmacist appointed under this Purchase Order must satisfy the following minimum qualifications as established by the Ethiopian Ministry of Health and the EFDA:
- A valid Bachelor of Science in Pharmacy (B.Pharm) or Master of Pharmacy (M.Pharm) degree from an institution recognized by the Ethiopian Ministry of Education.
- A current, valid practice license issued by the Ethiopian Food and Drug Authority (EFDA) for pharmaceutical practice in Ethiopia Addis Ababa and the broader Addis Ababa City Administration.
- Minimum of three (3) years of post-licensure clinical pharmacy experience in a hospital or comprehensive health facility setting.
- Proficiency in Amharic (spoken and written) and working knowledge of English for documentation and reporting purposes.
- Completion of the Addis Ababa Regional Health Bureau's mandatory institutional orientation and ethics training program.
- A clean professional conduct record with no disciplinary actions or license suspensions on file with the EFDA or the Ethiopian Pharmaceutical Professionals Association.
Payment for the services outlined in this Purchase Order shall be processed in Ethiopian Birr (ETB) via bank transfer to the account designated by the supplier. The total amount of 282,800.00 ETB shall be disbursed as follows: an initial payment of 30% (84,840.00 ETB) upon confirmation of the Pharmacist's onboarding and commencement of duties in Ethiopia Addis Ababa; a second installment of 40% (113,120.00 ETB) at the six-month midpoint of the contract; and a final payment of 30% (84,840.00 ETB) upon successful completion of the twelve-month engagement and submission of the final performance report. All payments are subject to a thirty (30) day net payment cycle from the date of invoice receipt. Late payments shall accrue interest at the rate prescribed by the National Bank of Ethiopia.
5. General Terms and Conditions- This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia, including the Ethiopian Civil Code, the Pharmaceutical Practice Act, and all applicable EFDA regulations.
- The Pharmacist shall adhere to all institutional policies, codes of conduct, and safety protocols of the Addis Ababa Regional Health Bureau and the host facility in Ethiopia Addis Ababa.
- Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of gross professional misconduct, termination may be immediate without prior notice.
- All intellectual property, patient data, and institutional records generated during the course of this engagement remain the exclusive property of the Addis Ababa Regional Health Bureau.
- Disputes arising from this Purchase Order shall be resolved through amicable negotiation, and failing that, through the competent courts of Ethiopia Addis Ababa.
- This Purchase Order becomes effective upon signature by both authorized representatives and remains valid until the completion of all obligations herein.
