This Purchase Order is issued by the International Development & Media Consortium (hereinafter referred to as the "Buyer") to engage the services of a professional Photographer, Mr. Ahmad Zahir Rahimi, operating under the trade name Kabul Lens Visual Media Services (hereinafter referred to as the "Photographer" or "Vendor"), for the purpose of providing comprehensive photographic documentation services within the city of Afghanistan Kabul and its immediate surrounding districts. The Photographer shall be responsible for capturing high-resolution still images, documentary photography, and event coverage in support of the Buyer's ongoing humanitarian reporting, institutional branding, and project evaluation activities conducted in Afghanistan Kabul.

The Photographer is expected to possess a minimum of eight (8) years of professional experience in documentary and editorial photography, with demonstrated familiarity with the cultural, security, and logistical conditions specific to Afghanistan Kabul. All photographic work shall be conducted in strict compliance with the ethical guidelines of the Buyer, Afghan national law, and applicable international humanitarian standards. The Photographer shall carry valid press credentials issued by the relevant Afghan authorities and shall coordinate all field assignments in Afghanistan Kabul through the Buyer's local security officer.

  • Payment shall be made in United States Dollars (USD) via bank transfer to the account specified in Section 1.
  • Forty percent (40%) of the total Purchase Order value shall be disbursed upon signed acceptance of this Purchase Order by the Photographer.
  • Fifty percent (50%) shall be paid upon delivery and Buyer approval of all photographic deliverables.
  • The remaining ten percent (10%) shall be released within fifteen (15) business days following final acceptance and a satisfactory quality review.
  • All payments are subject to the Photographer providing valid tax receipts and invoices in accordance with Afghan fiscal regulations applicable in Kabul.

The Photographer shall commence fieldwork in Afghanistan Kabul no later than 21 June 2025 and shall complete all photographic assignments by 15 August 2025. Edited and finalized image files shall be delivered to the Buyer's digital asset management system within five (5) business days following the conclusion of each shooting day. The Buyer reserves the right to reject any photographic material that does not meet the agreed-upon resolution (minimum 300 DPI at print size), color accuracy, and content standards. Rejected images must be re-shot or re-edited at the Photographer's own cost within three (3) business days.

  • The Photographer warrants that all images captured under this Purchase Order are original works and do not infringe upon any third-party intellectual property rights.
  • The Photographer shall obtain written informed consent from all identifiable individuals photographed in Afghanistan Kabul, in accordance with the Buyer's ethical photography policy.
  • The Photographer shall maintain comprehensive professional liability insurance covering a minimum of USD 250,000 for the duration of the engagement in Afghanistan Kabul.
  • Any breach of security protocols, failure to report to the Buyer's security officer, or unauthorized disclosure of sensitive project locations in Kabul shall constitute grounds for immediate termination of this Purchase Order.
  • This Purchase Order is governed by the commercial laws of the Islamic Republic of Afghanistan. Any disputes shall be resolved through arbitration in Kabul.
  • The Photographer shall comply with all applicable Afghan regulations regarding drone operation, press accreditation, and commercial photography permits within the Kabul municipality.
