3. Scope of Purchase – Physicist Professional Services & Equipment
This Purchase Order authorizes the acquisition of specialized professional services rendered by the aforementioned Physicist, Dr. Alejandro Vargas Mendoza, along with associated scientific equipment and materials required for the execution of the research project "Advances in Quantum Photonics for Sustainable Energy Applications in the Aburrá Valley Region." The Physicist shall provide full-time consultancy, laboratory supervision, and academic mentorship at the Universidad Nacional de Colombia, Sede Medellín, located in the city of Medellín, Antioquia, Colombia.

5. Terms and Conditions
5.1 The Physicist, Dr. Alejandro Vargas Mendoza, shall render all professional services at the designated laboratory facilities of the Universidad Nacional de Colombia, Sede Medellín, located in the city of Medellín, Antioquia, Colombia. The Physicist is expected to maintain a minimum on-site presence of 40 hours per week during the contract period.
5.2 All scientific equipment listed in this Purchase Order shall be delivered, installed, and calibrated at the Medellín campus no later than August 15, 2025. The Physicist shall oversee the installation and initial calibration of all optical and detection systems.
5.3 Payment shall be made in monthly installments via bank transfer to the account designated by the Physicist. Equipment payments shall be made in two tranches: 50% upon order confirmation and 50% upon delivery and acceptance in Medellín.
5.4 The Physicist shall comply with all applicable Colombian labor regulations, including but not limited to the Código Sustantivo del Trabajo (Law 50 of 1990) and the Código General del Proceso. Social security contributions (pensión, salud, ARL) shall be managed in accordance with Colombian law.
5.5 All intellectual property generated during the execution of this Purchase Order shall be jointly owned by the Universidad Nacional de Colombia and the Physicist, subject to the terms of the Minciencias grant agreement. Publications shall acknowledge the funding source and the institutional affiliation in Medellín.
5.6 The Physicist shall adhere to all laboratory safety protocols established by the Universidad Nacional de Colombia, Sede Medellín, and the Colombian regulatory body for radiation and laser safety (INVIMA / Ministry of Health guidelines).
5.7 This Purchase Order is subject to the general terms of Colombian public procurement law (Ley 80 de 1993 and Ley 1150 de 2007) where applicable, and the internal procurement regulations of the Universidad Nacional de Colombia.
5.8 Any disputes arising from this Purchase Order shall be resolved through the competent courts of the city of Medellín, Antioquia, Colombia, or through arbitration in accordance with Colombian law.
6. Delivery and Acceptance
All goods and services under this Purchase Order shall be delivered to the following location: Laboratorio de Óptica Cuántica, Edificio de Física, Cra. 45 # 6 – 21, El Poblado, Medellín, Antioquia, Colombia. Acceptance of equipment shall be confirmed in writing by the designated laboratory coordinator within 10 business days of delivery. The Physicist shall sign the acceptance protocol for all installed systems.
