This Purchase Order is issued to formally engage the services of a qualified Physicist to conduct specialized research, laboratory supervision, and technical consulting activities in support of the Advanced Quantum Materials Research Initiative – Phase II. The Physicist shall perform all duties within the premises of the National Centre for Scientific Research located in Kuwait Kuwait City, in full compliance with the regulatory standards established by the State of Kuwait.

This Purchase Order shall be governed by and construed in accordance with the laws of the State of Kuwait, including the Kuwaiti Civil Code and the Public Procurement Law (Law No. 48 of 2016, as amended).
The Physicist engaged under this Purchase Order shall maintain all professional licenses, insurance coverage, and regulatory registrations required to practice in Kuwait Kuwait City throughout the duration of the engagement.
All research data, experimental results, intellectual property, and publications generated under this Purchase Order shall be the sole property of the Ministry of Higher Education & Scientific Research, Kuwait Kuwait City, unless otherwise agreed in a separate written addendum.
The Physicist shall submit monthly progress reports to the Project Director no later than the fifth (5th) business day of each month. Failure to submit reports for two consecutive months shall constitute a material breach of this Purchase Order.
Payment shall be made in quarterly installments of KWD 22,575.00 (inclusive of VAT) within thirty (30) days of receipt of an approved invoice and corresponding progress report. Payment shall be processed via bank transfer to the account designated by the Physicist in Kuwait Kuwait City.
The Physicist shall comply with all health, safety, and environmental regulations applicable to laboratory operations in Kuwait Kuwait City, including those issued by the Public Authority for Applied Energy and Science (PAAES).
Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Physicist shall be compensated for all services rendered up to the effective date of termination, less any applicable deductions.
All disputes arising from or in connection with this Purchase Order shall be resolved through the competent courts of Kuwait Kuwait City, State of Kuwait.
This Purchase Order does not create an employment relationship between the parties. The Physicist is engaged as an independent consultant and shall bear all personal tax obligations under Kuwaiti law.
The Physicist shall not subcontract any portion of the services described in this Purchase Order without prior written consent from the issuing authority in Kuwait Kuwait City.

Performance under this Purchase Order shall commence on 1 July 2025 and conclude on 30 June 2026, unless extended by mutual written agreement. The Physicist shall be physically present at the National Centre for Scientific Research in Kuwait Kuwait City a minimum of four (4) days per week for the duration of the engagement. All deliverables, including research papers, calibration reports, and advisory session minutes, shall be submitted in both Arabic and English to the Project Director's office in Kuwait Kuwait City.

This Purchase Order is issued and authorized by the undersigned on behalf of the Ministry of Higher Education & Scientific Research. The Physicist is requested to confirm acceptance of all terms and conditions set forth in this Purchase Order by signing and returning a copy to the Procurement Division in Kuwait Kuwait City within five (5) business days of receipt.
