This Purchase Order is issued to formally authorize the procurement of specialized professional services rendered by a qualified Physicist for the academic and research operations of the Université Cheikh Anta Diop de Dakar, located in Senegal Dakar. The engagement of this Physicist is critical to advancing the university's particle physics research program, supporting the newly established Quantum Computing Laboratory in Dakar, and providing expert consultation for the West African Nuclear Energy Initiative headquartered in Senegal Dakar.
The Physicist shall be responsible for the following deliverables during the contract period:
- Design and supervision of experimental setups for high-energy particle collision studies at the Dakar Research Facility.
- Development of theoretical models in quantum field theory applicable to regional energy infrastructure projects in Senegal Dakar.
- Mentorship of a cohort of twelve (12) graduate students in the Department of Physics at the Faculty of Sciences, Dakar.
- Authorship and co-authorship of a minimum of three (3) peer-reviewed research publications during the engagement period.
- Participation in the biannual West African Physics Conference held in Senegal Dakar, including delivery of a keynote address.
- Technical review and validation of all experimental data collected by the Quantum Computing Laboratory team in Dakar.
- Preparation of a comprehensive annual report on research progress to be submitted to the Senegalese Ministry of Higher Education and Scientific Research.

Payment Terms: Payment shall be disbursed in quarterly installments of 16,637,500 XOF, due on the 5th business day of each quarter. The first installment is due upon execution of this Purchase Order. All payments shall be made via bank transfer to the Physicist's designated account at Banque Atlantique, Dakar, Senegal. Late payments shall incur a penalty of 1.5% per month as stipulated under Senegalese commercial law.
This Purchase Order shall be effective from 1 July 2025 through 30 June 2026, constituting a twelve-month engagement period. The primary location of work for the Physicist shall be the Faculty of Sciences, Université Cheikh Anta Diop de Dakar, situated in the Plateau district of Senegal Dakar. Secondary work locations may include the Cheikh Anta Diop African Physics Center (CADAPC) in Mbour and the International Research Institute for Nuclear Sciences and Engineering (IRINSE) in Dakar. The Physicist is expected to be physically present in Senegal Dakar for a minimum of four (4) days per week, with remote work permitted on the fifth day subject to prior approval by the supervising department head.
- This Purchase Order constitutes a binding agreement between the purchasing entity and the Physicist and shall be governed by the laws of the Republic of Senegal, particularly the Code des Obligations Civiles et Commerciales.
- The Physicist warrants that all research outputs, data, and intellectual property generated during the term of this engagement in Senegal Dakar shall be jointly owned by the university and the Physicist, with the university retaining primary publication rights.
- Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of early termination, the Physicist shall be compensated for all services rendered up to the termination date.
- The Physicist shall comply with all safety protocols, ethical guidelines, and regulatory requirements established by the Senegalese National Agency for Nuclear and Radiological Safety (ANSN) and the university's internal research ethics board.
- All disputes arising from this Purchase Order shall be resolved through mediation in Senegal Dakar before submission to the competent commercial court of Dakar.
- The Physicist shall maintain professional liability insurance with a minimum coverage of 50,000,000 XOF throughout the duration of this engagement.
By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Physicist in Senegal Dakar. This document is executed in two (2) original copies, one retained by each party.
