2. Description of PurchaseThis Purchase Order is issued by the Addis Ababa Regional Health Bureau to formally request and authorize the procurement of professional Physiotherapist services to be delivered within the administrative boundaries of Ethiopia Addis Ababa. The purpose of this Purchase Order is to secure qualified Physiotherapist personnel and associated rehabilitation services for the Addis Ababa Public Health Facility, located in the Kirkos Sub-City district of Ethiopia Addis Ababa. The Physiotherapist services procured under this Purchase Order shall include but are not limited to orthopedic rehabilitation, neurological physiotherapy, post-surgical recovery programs, and community-based mobility assessments for residents of Ethiopia Addis Ababa.

All prices are quoted in Ethiopian Birr (ETB) and are inclusive of applicable Value Added Tax (VAT) at the prevailing rate in Ethiopia Addis Ababa. No additional charges shall apply beyond the amounts specified in this Purchase Order.
4. Scope of Work and Service DeliveryThe Physiotherapist personnel engaged under this Purchase Order shall report to the Addis Ababa Public Health Facility, Kirkos Sub-City, Ethiopia Addis Ababa, and shall commence their duties no later than 1 August 2025. Each Physiotherapist must hold a valid license issued by the Ethiopian Health Professions Council and a minimum of three (3) years of post-graduate clinical experience in their respective specialty. The service delivery period for this Purchase Order shall span twelve (12) consecutive months, from 1 August 2025 through 31 July 2026, with the option for a one-year renewal subject to mutual agreement and satisfactory performance evaluation.
All Physiotherapist services shall be rendered in accordance with the clinical guidelines established by the Ethiopian Ministry of Health and the Addis Ababa City Health Department. The Physiotherapist teams shall maintain comprehensive patient records, submit monthly progress reports to the Buyer, and participate in quarterly multidisciplinary case conferences held at the facility in Ethiopia Addis Ababa.
5. Payment TermsPayment for the services and items specified in this Purchase Order shall be made in monthly installments. The Buyer shall remit payment within thirty (30) calendar days following the end of each calendar month, upon receipt of an invoice and a signed service completion certificate from the designated Physiotherapist supervisor. Payment shall be made via bank transfer to the account designated by the Supplier. The Buyer reserves the right to withhold payment for any month in which the Physiotherapist services are not rendered to the standard specified in this Purchase Order or in which the Supplier fails to meet the staffing requirements outlined herein.
6. Terms and Conditions- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All terms herein shall be governed by the laws of the Federal Democratic Republic of Ethiopia.
- The Supplier warrants that all Physiotherapist personnel assigned under this Purchase Order are fully qualified, licensed, and insured to practice in Ethiopia Addis Ababa. Any breach of this warranty shall entitle the Buyer to immediate termination of this Purchase Order without penalty.
- The Supplier shall maintain professional liability insurance covering all Physiotherapist staff for the duration of the contract, with a minimum coverage of ETB 5,000,000 per incident.
- Any modification, amendment, or cancellation of this Purchase Order must be made in writing and signed by authorized representatives of both parties. Verbal agreements shall not be recognized.
- The Supplier shall comply with all labor laws, occupational health and safety regulations, and data protection statutes applicable in Ethiopia Addis Ababa and the broader Ethiopian legal framework.
- In the event of a dispute arising from this Purchase Order, both parties agree to first attempt resolution through good-faith negotiation. If unresolved within thirty (30) days, the matter shall be referred to the Addis Ababa City Arbitration Panel.
- The Supplier shall not subcontract any portion of the Physiotherapist services without prior written consent from the Buyer. Unauthorized subcontracting shall constitute a material breach of this Purchase Order.
- All patient data collected by the Physiotherapist teams shall be stored securely in accordance with Ethiopian health data regulations and shall not be disclosed to third parties without explicit patient consent.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order for the procurement of Physiotherapist services in Ethiopia Addis Ababa. This document, together with any attached annexes, forms the complete and exclusive agreement between the parties with respect to the subject matter herein.
