All payments under this Purchase Order shall be made in Afghan Afghani (AFN) via bank transfer to the account specified in Section 1. The Plumber service provider shall submit itemized invoices upon completion of each line item. Payment shall be processed within fifteen (15) business days of invoice approval by the Kabul Municipal Infrastructure Authority. A retention of ten percent (10%) shall be withheld from each milestone payment and released upon final acceptance and a defect-free period of ninety (90) days.

The Plumber and all associated personnel must commence work within five (5) business days of the formal acceptance of this Purchase Order. All work shall be executed within the geographic boundaries of Afghanistan Kabul, specifically within the districts listed in Section 2. The overall project completion deadline is 30 September 2025. Any delays attributable to the Plumber beyond the agreed schedule shall incur a penalty of 0.5% of the total Purchase Order value per day of delay, capped at 10% of the total contract value.

  1. The Plumber engaged under this Purchase Order must hold a valid Master Plumber license issued by the Ministry of Urban Development and Housing of Afghanistan and must present proof of licensure prior to commencing any work in Kabul.
  2. All materials, fittings, pipes, and equipment supplied by the Plumber must meet or exceed the standards prescribed by the Afghanistan National Building Code (ANBC) and the Kabul Municipal Engineering Directorate specifications.
  3. The Plumber shall provide a minimum of two (2) qualified assistant plumbers and one (1) laborer for each active work site in Afghanistan Kabul at all times during working hours (07:00–17:00, Sunday–Thursday).
  4. The Plumber is responsible for all safety measures, personal protective equipment, and site housekeeping in accordance with occupational health and safety regulations applicable in Afghanistan.
  5. Any change in scope, additional work, or modification to the original Purchase Order must be documented in a written Change Order signed by both parties before execution. No verbal modifications to this Purchase Order shall be binding.
  6. The Plumber shall provide a comprehensive warranty of twenty-four (24) months on all labor and materials installed under this Purchase Order. Warranty claims must be addressed within seventy-two (72) hours of written notification.
  7. The Plumber shall maintain adequate third-party liability insurance with a minimum coverage of AFN 5,000,000 for the duration of the Purchase Order, naming the Kabul Municipal Infrastructure Authority as an additional insured party.
  8. All work performed under this Purchase Order in Afghanistan Kabul shall be subject to inspection and approval by the Authority’s designated engineering officer. No work shall be considered complete until formal sign-off is provided in writing.
  9. In the event of force majeure (including but not limited to natural disasters, civil unrest, or government-mandated shutdowns in Kabul), either party may suspend obligations under this Purchase Order without penalty, provided written notice is given within forty-eight (48) hours of the event.
  10. This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through arbitration in Kabul in accordance with the Afghanistan Arbitration Law.
IMPORTANT NOTICE: This Purchase Order is specific to the procurement of Plumber services within the city of Afghanistan Kabul. The service provider must ensure that all personnel are legally authorized to work in Afghanistan and that all imported plumbing materials comply with the customs and import regulations of the Afghanistan Kabul customs authority. Failure to comply with local regulatory requirements in Kabul shall render the Plumber liable for all associated fines and penalties.
