This Purchase Order is issued for the procurement of comprehensive plumbing services and associated materials for the renovation and maintenance of the Al-Riyadh Infrastructure & Facilities Management Co. headquarters building located at King Fahd Road, Al Olaya District, Riyadh, Saudi Arabia. The Plumber service provider shall execute all plumbing works in full compliance with the Saudi Building Code (SBC), the Saudi Standards, Metrology and Quality Organization (SASO) regulations, and the municipal bylaws of the Riyadh Municipality. All work shall be performed by licensed and certified plumbers registered with the Saudi Building Company (SBC) and the Ministry of Municipal, Rural Affairs & Housing.

All prices are quoted in Saudi Riyals (SAR). VAT is calculated at the standard rate of 15% as per the Zakat, Tax and Customs Authority (ZATCA) regulations in Saudi Arabia.
Terms and Conditions of this Purchase Order
- Payment Terms: Payment shall be made within 30 days from the date of invoice issuance, via bank transfer to the Plumber service provider’s designated account in Saudi Arabia. A 10% retention shall be withheld until final acceptance of all plumbing works by the Buyer’s engineering team.
- Delivery and Site Access: All materials and equipment shall be delivered to the project site at King Fahd Road, Al Olaya District, Riyadh, Saudi Arabia. The Plumber shall coordinate site access with the building management at least 48 hours in advance. Working hours on site are 07:00 to 17:00, Sunday through Thursday, in accordance with the Saudi labor code.
- Compliance and Licensing: The Plumber service provider warrants that all work shall be executed in strict compliance with the Saudi Building Code (SBC), SASO standards, and the regulations of the Riyadh Municipality. All plumbers assigned to this project must hold valid SBC professional licenses and Iqama (residency) permits. The Buyer reserves the right to verify all licenses prior to commencement of work.
- Warranty: All installed plumbing materials and workmanship shall carry a minimum warranty period of 24 months from the date of final acceptance. The Plumber shall rectify any defects arising during the warranty period at no additional cost to the Buyer.
- Health, Safety & Environment (HSE): The Plumber shall adhere to all HSE protocols as mandated by the Saudi Ministry of Human Resources and Social Development. All workers must wear appropriate PPE, and a site-specific HSE plan must be submitted prior to mobilization. Any violation may result in immediate suspension of work.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within 30 days, the matter shall be referred to the competent courts in Riyadh, Saudi Arabia, or to the Saudi Center for Commercial Arbitration (SCCA) at the parties’ mutual agreement.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to extreme weather conditions in Riyadh, government-mandated shutdowns, or acts of God, provided that written notice is given within 5 business days.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Saudi Arabia.
