This Purchase Order is issued by Marmara Property Management Ltd. to procure the services of a licensed Plumber for the comprehensive maintenance, repair, and installation of plumbing infrastructure across multiple residential and commercial properties located in the Istanbul metropolitan area, Turkey. The selected Plumber shall perform all work in strict compliance with the Turkish Building Law (Law No. 3194), the Istanbul Metropolitan Municipality (İBB) plumbing regulations, and all applicable standards set forth by the Turkish Standards Institution (TSE/TS EN).
The Plumber engaged under this Purchase Order shall be responsible for the following tasks across the designated properties in the Beşiktaş, Kadıköy, and Üsküdar districts of Istanbul:

- Acceptance: This Purchase Order becomes binding upon written acceptance by the designated Plumber service provider. The Plumber must confirm acceptance in writing within five (5) business days of receipt of this document.
- Compliance with Local Law: All plumbing work performed under this Purchase Order in Turkey Istanbul shall comply with the Turkish Building Law (Law No. 3194), the Istanbul Metropolitan Municipality (İBB) technical regulations, and the Turkish Standards Institution (TSE) codes for sanitary installations. The Plumber shall hold a valid Istanbul Chamber of Tradesmen (İstanbul Esnaf ve Sanatkarlar Odası) registration.
- Materials: All materials, fittings, and components supplied by the Plumber shall be new, of commercial grade, and carry valid TSE certification. The Plumber shall provide material data sheets and conformity certificates upon request.
- Schedule: The Plumber shall mobilize to the first work site in Istanbul no later than 20 June 2025 and shall complete all Phase 1 tasks by 30 June 2025. Delays exceeding three (3) business days without written justification shall incur a penalty of 0.5% of the total Purchase Order value per day.
- Payment: Payment shall be made via bank transfer (EFT/Havale) to the account specified by the Plumber within thirty (30) calendar days of receipt of a valid invoice (fatura) issued in accordance with Turkish tax law. The invoice must reference this Purchase Order number TR-IST-2025-00487.
- Warranty: The Plumber shall provide a minimum two-year (24-month) workmanship warranty on all installations and repairs performed under this Purchase Order. Material warranties shall be as specified by the respective manufacturers.
- Insurance and Liability: The Plumber shall maintain comprehensive general liability insurance with a minimum coverage of TRY 5,000,000 for the duration of the contract. The Plumber shall be solely liable for any damage to property or injury to persons arising from the performance of work under this Purchase Order in Turkey Istanbul.
- Permits and Inspections: The Plumber is responsible for obtaining all necessary permits from the Istanbul Metropolitan Municipality (İBB) and relevant district municipalities (Beşiktaş, Kadıköy, Üsküdar) prior to commencing any structural plumbing modifications. All work shall be subject to inspection by the İBB technical inspection team.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved in accordance with the laws of the Republic of Turkey. The competent courts of Istanbul, Turkey shall have exclusive jurisdiction. Mediation through the Istanbul Chamber of Commerce (İTO) shall be attempted before litigation.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government-mandated closures, or civil unrest in the Istanbul region, Turkey.
