- This Purchase Order constitutes a binding agreement between the Kabul Police Directorate (Buyer) and Central Asian Security Equipment Co. Ltd. (Supplier) upon signature by both authorized representatives.
- All items specified in this Purchase Order must be new, unused, and manufactured within the last 12 months. The Supplier warrants that all Police Officer equipment meets or exceeds the specifications outlined in the itemized table above.
- Delivery shall be made to the Kabul Police Headquarters depot in Afghanistan Kabul. The Supplier bears all risk of loss or damage until goods are received, inspected, and signed for by the Buyer's designated receiving officer in Afghanistan Kabul.
- The Buyer reserves the right to inspect all delivered items within 14 calendar days of receipt. Any item found defective, non-conforming, or damaged shall be replaced at the Supplier's sole expense within 30 days.
- Payment shall be processed via irrevocable letter of credit issued by a recognized international bank. The 50% advance payment is due within 10 business days of Purchase Order acceptance. The remaining 50% is due within 15 business days of successful inspection in Afghanistan Kabul.
- The Supplier shall provide a minimum 24-month warranty on all mechanical, electronic, and ballistic components. Warranty service for Police Officer equipment shall be available through the Supplier's regional service center or via on-site repair in Afghanistan Kabul.
- Any delay in delivery beyond the stipulated deadline of 30 August 2025 shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10%.
- This Purchase Order is governed by the laws of the Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through arbitration in Kabul, Afghanistan, in accordance with the UNCITRAL Arbitration Rules.
- The Supplier shall comply with all applicable export control regulations, sanctions, and licensing requirements for the shipment of security and law enforcement equipment to Afghanistan Kabul.
- Neither party may assign or transfer this Purchase Order without the prior written consent of the other party.
