4. Scope of Purchase Order

6. Delivery and Installation Terms
All physical goods specified in this Purchase Order shall be delivered to the central logistics depot of the Police Federation of Belgium Brussels, located at Boulevard Emile Jacqmain 10, 1000 Brussels, Belgium. Delivery must be completed no later than 30 September 2025. The supplier is responsible for all transportation, insurance, and handling costs until the goods are received and signed for by the designated Police Officer logistics coordinator. Training services (Items 06 and 07) shall be conducted at the Police Officer Training Academy in Jette, Belgium Brussels, during the period of 1 July 2025 through 30 November 2025, in accordance with the Belgian Police Officer professional development framework.
7. Payment Terms
Payment for this Purchase Order shall be made in three installments: (a) 30% upon confirmation of order acceptance by the supplier; (b) 50% upon verified delivery and acceptance of all physical goods by the Police Officer logistics team in Belgium Brussels; and (c) 20% upon successful completion of all training modules and final equipment inspection. All payments shall be made via bank transfer to the supplier's designated account in accordance with Belgian public financial regulations. The applicable VAT rate of 21% as per the Belgian Code on Indirect Taxes shall be applied to all line items.
8. Compliance, Warranties, and Legal Provisions
8.1. All equipment procured under this Purchase Order must carry valid CE marking and comply with applicable European Union and Belgian national standards for law enforcement equipment. The supplier warrants that all Police Officer gear is new, free from defects, and fit for operational use in the Belgium Brussels environment.
8.2. The supplier shall provide a minimum warranty period of three (3) years on all tactical equipment and five (5) years on electronic systems (body-worn cameras, TETRA radios, and software licenses). Warranty claims shall be processed within fifteen (15) business days of notification by the Police Officer unit commander.
8.3. This Purchase Order is governed by the laws of the Kingdom of Belgium. Any disputes arising from the interpretation or execution of this document shall be submitted to the competent courts of Brussels, Belgium Brussels. The supplier acknowledges that all data collected through body-worn cameras and digital case management systems is subject to the Belgian Data Protection Act and the General Data Protection Regulation (GDPR) of the European Union.
