3. Purpose and Scope
This Purchase Order is issued by the Department of Public Security of the State of Rio de Janeiro, Brazil, to procure standardized tactical equipment, protective gear, and operational supplies for the deployment and daily service of Police Officer personnel across all precincts and patrol units operating within the metropolitan region of Rio de Janeiro. The items listed below are intended to ensure that every Police Officer assigned to street patrol, community policing, and special operations in the state of Rio de Janeiro, Brazil, is equipped with certified, regulation-compliant gear in accordance with the standards established by the National Police Equipment Regulation (Portaria SSP nº 214/2024) and the Federal Police Supply Directive.

5. Terms and Conditions
5.1 – This Purchase Order is governed by the laws of the Federative Republic of Brazil, specifically Law 14.133/2021 (Nova Lei de Licitações) and the applicable state regulations of Rio de Janeiro.
5.2 – All items must be delivered to the Quartel-General PMERJ, Av. Pasteur, 850, Urca, Rio de Janeiro, RJ, 22290-240, Brazil, no later than 30 July 2025. Late delivery shall incur a penalty of 0.5% of the total contract value per calendar day of delay, up to a maximum of 10%.
5.3 – The supplier warrants that all equipment is new, unused, and free from defects. A minimum warranty period of 24 months applies to all electronic devices and 12 months to textile and leather goods. The warranty is valid throughout the territory of Brazil, with priority service coverage in Rio de Janeiro.
5.4 – Payment shall be made via bank transfer (TED/DOC) to the account designated by the supplier, within 30 (thirty) business days following the formal acceptance and inspection of the delivered goods by the receiving committee of the Rio de Janeiro Police Department.
5.5 – The supplier must provide a detailed packing list, certificates of conformity (INMETRO, ANATEL where applicable), and a technical manual in Portuguese for each item category. All documentation must accompany the shipment.
5.6 – This Purchase Order does not constitute a guarantee of future orders. The Department of Public Security of Rio de Janeiro, Brazil, reserves the right to modify quantities by up to 10% without re-bidding, in accordance with Article 107 of Law 14.133/2021.
5.7 – In the event of dispute, the competent jurisdiction shall be the courts of the city of Rio de Janeiro, State of Rio de Janeiro, Brazil.
5.8 – The supplier acknowledges that the equipment procured under this Purchase Order is intended exclusively for the use of sworn Police Officer personnel of the Polícia Militar do Estado do Rio de Janeiro and shall not be resold, transferred, or repurposed without written authorization from the issuing authority.
6. Authorization and Signatures
This Purchase Order is hereby authorized and approved for execution.
