1. Purpose and Scope of This Purchase OrderThis Purchase Order is issued by the Federal Police Commission, headquartered in Ethiopia Addis Ababa, for the procurement of specialized equipment, personal protective gear, and associated logistical services required for the deployment and operational readiness of a Police Officer assigned to the Bole Sub-City Command. - Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Democratic Republic of Ethiopia, specifically the provisions applicable to public procurement in Ethiopia Addis Ababa and the Federal Police Commission's internal regulations.
- Delivery: All physical goods specified in this Purchase Order must be delivered to the Bole Sub-City Command premises in Ethiopia Addis Ababa no later than thirty (30) calendar days from the date of this Purchase Order. The training service (Item 07) shall be scheduled within sixty (60) days and completed within a two-week window.
- Quality Assurance: All equipment procured under this Purchase Order for the Police Officer must meet or exceed the specifications outlined in Annex A of this document. The Federal Police Commission reserves the right to inspect and reject any item that does not conform to the required standards for deployment in Ethiopia Addis Ababa.
- Payment Terms: Payment shall be made in two installments: fifty percent (50%) upon acceptance of all delivered goods and services, and fifty percent (50%) upon successful completion of the Police Officer training program and a ninety-day operational performance review. Payment shall be processed via bank transfer to the vendor's designated account in Ethiopia Addis Ababa.
- Warranty: The vendor shall provide a minimum twelve-month warranty on all electronic equipment and the patrol vehicle. Any defects discovered during the warranty period for equipment assigned to the Police Officer in Ethiopia Addis Ababa shall be repaired or replaced at no additional cost to the Federal Police Commission.
- Confidentiality: The vendor acknowledges that this Purchase Order pertains to the operational readiness of a Police Officer in a sensitive security context within Ethiopia Addis Ababa. All information contained herein is classified as Official Use and shall not be disclosed to any third party without written authorization from the Federal Police Commission.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through negotiation between the parties. If unresolved within thirty days, the matter shall be referred to the competent court of law in Ethiopia Addis Ababa.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to acts of God, civil unrest, government-imposed restrictions, or other events beyond reasonable control, provided that written notice is given within five business days.

This Purchase Order is issued specifically to ensure the full operational readiness of the assigned Police Officer for community safety and law enforcement duties within the jurisdiction of Ethiopia Addis Ababa.
