All physical goods covered under this Purchase Order shall be delivered to the Baghdad Metropolitan Police Command Depot, Al-Mansour District, Iraq Baghdad, no later than 30 July 2025. Delivery shall be made Incoterms 2020 – CIF (Cost, Insurance, and Freight) Baghdad International Airport (BGW). The Supplier is responsible for all export documentation from Egypt, including commercial invoices, packing lists, certificates of origin, and any applicable end-user certificates required by the Iraqi Ministry of Interior for law-enforcement equipment. The training service (Item 10) shall be conducted at the Al-Mansour Training Facility in Iraq Baghdad between 1–5 August 2025, and the Supplier shall provide a certified instructor with a minimum of ten (10) years of tactical law-enforcement training experience.
Payment shall be made via irrevocable Letter of Credit (LC) issued by the Central Bank of Iraq, Baghdad Branch, in favor of the Supplier. The LC shall be structured as follows: 40% upon presentation of the Bill of Lading and commercial invoice; 50% upon confirmed delivery and inspection at the Iraq Baghdad receiving depot; and 10% upon successful completion and certification of the Police Officer training program. All payments shall be denominated in United States Dollars (USD). Late payment beyond the terms specified herein shall incur a penalty of 1.5% per month, calculated on the outstanding balance.
All items delivered under this Purchase Order shall be subject to a pre-shipment inspection by a mutually agreed third-party inspection agency at the Supplier's facility in Egypt, and a post-delivery inspection upon arrival at the Iraq Baghdad receiving depot. Any item found to be non-conforming to the specifications listed in Section 2 shall be rejected at the Supplier's sole cost. The Supplier shall replace rejected items within fifteen (15) calendar days of written notice from the Buyer. All body armor and ballistic helmets must carry valid NICST or equivalent certification documentation, and all electronic devices must be CE-marked and frequency-verified for operation within the Iraq Baghdad telecommunications spectrum.
This Purchase Order is governed by the laws of the Republic of Iraq. Any disputes arising from the interpretation or execution of this Purchase Order shall be resolved through arbitration in Baghdad, Iraq, in accordance with the rules of the Iraqi Arbitration Center. The Supplier warrants that all goods are new, unused, and free from any liens or encumbrances. The Supplier shall maintain full product liability insurance for a minimum of two (2) years from the date of delivery in Iraq Baghdad. The Buyer reserves the right to modify, cancel, or extend this Purchase Order in writing, subject to mutual agreement. All intellectual property, markings, and insignia applied to the equipment shall be the exclusive property of the Ministry of Interior, Republic of Iraq, and shall not be reproduced or sold to any third party. The Police Officer for whom this equipment is procured shall be assigned a unique asset tracking number, and all items shall be registered in the Baghdad Metropolitan Police Command asset management database within five (5) business days of receipt.

This Purchase Order (PO-IRQ-BGD-2025-04782) constitutes a binding agreement between the Ministry of Interior, Republic of Iraq, and Al-Rafidain Security & Tactical Equipment Co. Ltd. for the procurement of equipment and services for the Police Officer assigned to the Al-Mansour District patrol division in Iraq Baghdad. This document is valid for a period of ninety (90) days from the date of issue. Unauthorized reproduction or distribution of this Purchase Order is prohibited.
