3.1. This Purchase Order constitutes a binding agreement between the purchasing authority and the supplier upon signature by both parties. All goods and services listed herein are specifically designated for the equipping and operational readiness of a Police Officer serving in the Abidjan metropolitan area of Ivory Coast.

3.2. The supplier shall deliver all items to the designated Police Station in Cocody, Abidjan, no later than 30 July 2025. Late delivery shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, capped at 10% of the total contract value.

3.3. All equipment must comply with the technical specifications issued by the Direction de la Sûreté Publique and must meet the environmental and climatic conditions of Ivory Coast Abidjan, including high humidity, tropical rainfall, and heat exposure. The Police Officer for whom this equipment is procured will operate in urban, peri-urban, and coastal environments within the Abidjan commune.

3.4. Payment shall be made in West African CFA Francs (XOF) via bank transfer to the supplier's designated account within thirty (30) calendar days of confirmed receipt and acceptance of all goods and completion of the training program. A 10% retention shall be held for a period of ninety (90) days post-delivery to cover any warranty claims.

3.5. The supplier warrants that all items are new, unused, and free from defects. A minimum two-year warranty applies to all electronic and mechanical components. The Police Officer shall be provided with user manuals in French and English for all procured equipment.

3.6. This Purchase Order is subject to the laws of the Republic of Côte d'Ivoire. Any disputes arising from this order shall be resolved by the competent courts of Abidjan, Ivory Coast. The supplier acknowledges that the equipment procured under this order is for official government use by a Police Officer and shall not be resold, transferred, or repurposed without written authorization from the Ministry of the Interior.

3.7. The supplier shall maintain full insurance coverage for all goods in transit to the delivery location in Abidjan. Risk of loss transfers to the purchasing authority only upon written acceptance by the designated receiving officer at the Police Station.

NOTE: This Purchase Order is part of the 2025 National Police Modernization Program for the Abidjan region. All procured items are to be registered in the national Police Officer equipment database (SIREP) within 14 days of delivery. The assigned Police Officer must complete the certification training before being deployed on active patrol in Ivory Coast Abidjan.
