2. PURPOSE AND SCOPE

This Purchase Order is issued by the Kuala Lumpur District Police Headquarters to procure essential operational equipment, uniforms, and protective gear for the deployment and daily duties of a Police Officer assigned to the Kuala Lumpur metropolitan patrol division. The items listed below are required to ensure that every Police Officer operating within the jurisdiction of Malaysia Kuala Lumpur is fully equipped in accordance with the standards set by the Royal Malaysia Police Force and the Malaysian government's public safety directives. This Purchase Order covers the initial equipment package for one (1) newly appointed Police Officer commencing duty at the Kuala Lumpur Central Police Station effective 1 July 2025.

4. DELIVERY AND LOGISTICS

All items specified in this Purchase Order shall be delivered to the Kuala Lumpur District Police Headquarters, Wisma PDRM, Jalan Perdana, 50480 Kuala Lumpur, Malaysia, no later than 30 June 2025. The supplier is responsible for all transportation costs within the Malaysia Kuala Lumpur metropolitan area. Delivery must be made between 0900 hours and 1600 hours on a business day. The supplier shall provide a delivery manifest and obtain a signed receipt from the designated receiving officer at the Kuala Lumpur police station. All equipment must be in new, unused condition and must bear the appropriate PDRM certification marks where applicable.

5. TERMS AND CONDITIONS
  1. This Purchase Order is governed by the laws of Malaysia and the Federal Government Procurement Guidelines (GSP) 2021. Any disputes arising from this Purchase Order shall be resolved in the courts of Malaysia Kuala Lumpur.
  2. Payment terms: Net 30 days from the date of confirmed delivery and acceptance of all items by the receiving Police Officer and the Kuala Lumpur District Procurement Officer. Payment shall be made via bank transfer to the supplier's registered account in Malaysia.
  3. The supplier warrants that all items supplied under this Purchase Order are of genuine, new manufacture and comply with all applicable Malaysian safety and quality standards, including those set by the Standards and Industrial Research Institute of Malaysia (SIRIM).
  4. A warranty period of twenty-four (24) months applies to all electronic equipment (Body-Worn Camera, Two-Way Radio) and twelve (12) months to all other items. Warranty claims must be submitted in writing to the Kuala Lumpur District Procurement Office.
  5. The supplier shall not subcontract any portion of this Purchase Order without prior written consent from the Royal Malaysia Police Force, Kuala Lumpur District.
  6. All personal data collected in connection with this Purchase Order (including the Police Officer's name, rank, and service number) shall be handled in strict compliance with the Personal Data Protection Act 2010 (PDPA) of Malaysia.
  7. Failure to deliver within the stipulated timeframe shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10% of the total value.
  8. This Purchase Order may be amended only by mutual written agreement between the Kuala Lumpur District Police Headquarters and the supplier. No verbal modifications shall be binding.
  9. The supplier acknowledges that the equipment procured under this Purchase Order is for official use by a Police Officer of the Royal Malaysia Police Force and shall not be resold, transferred, or used for any purpose other than that specified herein.
  10. All communications regarding this Purchase Order shall be directed to the Kuala Lumpur District Procurement Office at the address stated in Section 1.
6. AUTHORIZATION AND SIGNATURES

This Purchase Order is hereby authorized and approved for execution. The undersigned confirm that the terms, conditions, and line items set forth in this document have been reviewed and accepted. This Purchase Order constitutes a binding agreement between the Royal Malaysia Police Force, Kuala Lumpur District, and the named supplier for the procurement of equipment for the assigned Police Officer in Malaysia Kuala Lumpur.
