1. Description of Goods and ServicesThis Purchase Order is issued by the Lagos State Security Command for the procurement of qualified Police Officer security personnel and associated equipment to be deployed across designated public safety zones within Nigeria Lagos. - Payment shall be made in Nigerian Naira (NGN) via bank transfer to the supplier's designated account.
- 30% advance payment (NGN 19,026,000.00) upon acceptance of this Purchase Order by both parties.
- 50% milestone payment (NGN 31,710,000.00) upon successful deployment and training completion of all Police Officer personnel in Nigeria Lagos.
- 20% final payment (NGN 12,684,000.00) upon satisfactory completion of the 12-month service period and final performance review.
- All payments are subject to a 30-day credit period from the date of invoice issuance.
- Late payments shall attract a penalty of 1.5% per month as stipulated under Nigerian commercial law.
- All physical goods (uniforms, protective equipment, communication devices) must be delivered to the Lagos State Security Command headquarters at 12 Adeola Odeku Street, Victoria Island, Nigeria Lagos, no later than 28th June 2025.
- Police Officer personnel must report for duty at the designated Nigeria Lagos deployment sites on or before 1st July 2025.
- The supplier is responsible for all transportation, logistics, and insurance of goods in transit within Nigeria Lagos.
- Any delay in delivery or deployment exceeding 7 calendar days shall result in a penalty of 2% of the affected line-item value per day of delay.
- This Purchase Order is governed by the laws of the Federal Republic of Nigeria and the commercial regulations applicable in Nigeria Lagos.
- All Police Officer personnel engaged under this Purchase Order must hold valid certification from the Nigeria Police Force or an equivalent recognized law enforcement training institution.
- The supplier warrants that all Police Officer personnel shall be medically fit, background-checked, and in full compliance with the Nigeria Police Act and Lagos State security regulations.
- The supplier shall maintain adequate insurance coverage for all Police Officer personnel and equipment for the duration of the contract.
- Either party may terminate this Purchase Order with 60 days' written notice in the event of material breach by the other party.
- All disputes arising from this Purchase Order shall be resolved through arbitration in Nigeria Lagos in accordance with the Arbitration and Conciliation Act of Nigeria.
- The supplier shall submit monthly performance reports detailing the operational status of all Police Officer personnel deployed in Nigeria Lagos.
- Confidentiality of all operational details, personnel data, and security protocols related to this Purchase Order shall be maintained by both parties in strict accordance with Nigerian data protection laws.
