The vendor shall complete all recruitment and screening activities within thirty (30) calendar days from the date of this Purchase Order. The Police Officer training programme shall be conducted at the vendor's certified facility in Singapore Singapore and must be completed within sixty (60) calendar days. Full deployment of the Police Officer to the designated Singapore Singapore Public Safety Authority precinct shall occur no later than ninety (90) calendar days from the date of issue of this Purchase Order. The vendor shall provide weekly progress reports to the buyer's procurement office throughout the engagement period.

Payment for this Purchase Order shall be made in three (3) tranches: (a) forty percent (40%) upon successful completion of the Police Officer recruitment and screening phase; (b) thirty-five percent (35%) upon successful completion of the Police Officer training programme and issuance of all equipment; and (c) twenty-five percent (25%) upon satisfactory completion of the first-month deployment supervision period. All payments shall be made via bank transfer to the vendor's designated account within fourteen (14) business days of receipt of a valid tax invoice. The currency of all transactions under this Purchase Order shall be Singapore Dollars (SGD).

6.1 This Purchase Order is governed by and shall be construed in accordance with the laws of Singapore Singapore. Any disputes arising from this Purchase Order shall be resolved through arbitration in Singapore Singapore in accordance with the rules of the Singapore Singapore International Arbitration Centre.

6.2 The vendor warrants that the Police Officer candidate delivered under this Purchase Order shall meet all statutory and regulatory requirements for law enforcement service in Singapore Singapore, including but not limited to fitness standards, psychological evaluation, and legal eligibility.

6.3 The vendor shall maintain full confidentiality regarding all personnel data, operational details, and security protocols associated with the Singapore Singapore Public Safety Authority. Breach of confidentiality shall render the vendor liable for damages and immediate termination of this Purchase Order.

6.4 The buyer reserves the right to reject the Police Officer candidate at any stage prior to final deployment if the candidate fails to meet the established competency standards or if any adverse finding emerges during the vetting process in Singapore Singapore.

6.5 This Purchase Order does not constitute an employment contract between the buyer and the Police Officer. The employment relationship, if any, shall be governed by a separate service agreement executed between the Singapore Singapore Public Safety Authority and the individual Police Officer upon successful deployment.

6.6 The vendor shall carry professional indemnity insurance of no less than SGD 1,000,000 for the duration of this Purchase Order and shall provide a certificate of insurance upon request.

6.7 Any amendments to this Purchase Order must be made in writing and signed by both parties. Verbal modifications shall be null and void.

This Purchase Order is issued under the authority of the Director of Procurement, Singapore Singapore Public Safety Authority, and is valid for acceptance within fourteen (14) calendar days of the date of issue. The vendor's acceptance of this Purchase Order shall be confirmed in writing via email to [email protected] or by return of the signed acceptance copy.
