- This Purchase Order is issued in accordance with the procurement regulations of the Ho Chi Minh City People's Committee and the Ministry of Public Security of Vietnam. All items listed herein are designated exclusively for the assigned Police Officer serving in the Vietnam Ho Chi Minh City metropolitan law enforcement jurisdiction.
- The supplier shall deliver all items specified in this Purchase Order to the designated delivery location within the Ho Chi Minh City administrative boundary no later than the required delivery date stated above. Late delivery shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10%.
- All equipment and uniforms must comply with the current specifications and standards set forth by the Vietnam Ho Chi Minh City People's Public Security Department. The Police Officer receiving the equipment shall inspect all items upon delivery and sign the acceptance certificate within 48 hours.
- Payment shall be processed via bank transfer to the supplier's designated account within 30 calendar days from the date of the approved invoice and signed delivery confirmation. The Purchase Order number must be referenced on all payment documentation.
- The supplier warrants that all items are new, unused, and free from defects. A minimum 12-month warranty applies to all electronic equipment (body-worn camera, radio communication devices). The Police Officer shall report any defects within the warranty period to the Equipment & Logistics Division.
- This Purchase Order is subject to the laws of the Socialist Republic of Vietnam, including the Civil Code, the Law on Public Procurement, and all applicable regulations governing law enforcement equipment in Vietnam Ho Chi Minh City.
- Any modifications to this Purchase Order must be made in writing and signed by both the authorized representative of the Ho Chi Minh City Public Security Department and the supplier. Verbal agreements are not binding.
- The supplier shall maintain strict confidentiality regarding the identity, unit assignment, and operational details of the Police Officer to whom this equipment is issued. All records related to this Purchase Order shall be stored in accordance with Vietnamese data protection and public security information classification regulations.
- Disputes arising from this Purchase Order shall be resolved through negotiation between the parties. If unresolved within 30 days, the matter shall be submitted to the competent People's Court in Ho Chi Minh City, Vietnam for adjudication.
