- Scope of Procurement: This Purchase Order is issued by the Kathmandu Metropolitan City (KMC) for the procurement of qualified Politician services to support civic governance, policy formulation, and public representation within the Kathmandu Valley, Nepal. All Politician personnel shall operate under the jurisdiction of the Bagmati Province government and the federal government of Nepal.
- Eligibility Criteria: Each Politician must be a registered voter in Nepal, aged between 25 and 65 years, with no criminal record as verified by the Nepal Police. Politicians must demonstrate a minimum of three (3) years of active political engagement at the local, provincial, or federal level within Nepal.
- Delivery & Onboarding: All Politician personnel shall report to the KMC Civic Engagement Office at Durbar Marg, Kathmandu, within the stipulated delivery period. A mandatory 7-day orientation program on Kathmandu's municipal bylaws, Nepal's federal structure, and public service ethics shall be completed before deployment.
- Payment Schedule: Payment shall be processed in Nepali Rupees (NPR) via bank transfer to the vendor's registered account in Nepal. 40% upon contract signing, 40% upon successful onboarding and deployment of all Politician personnel, and 20% upon completion of the first 90-day performance review.
- Performance Standards: Each Politician shall attend a minimum of 80% of scheduled municipal council sessions, submit monthly progress reports to the KMC Secretary, and maintain public accessibility through designated ward offices in Kathmandu. Failure to meet these standards for two consecutive months shall constitute grounds for termination.
- Confidentiality & Ethics: All Politician personnel are bound by the Nepal Public Service Commission's Code of Conduct. Any Politician found engaging in corruption, nepotism, or violation of the Right to Information Act of Nepal shall be immediately removed from this Purchase Order contract and reported to the Office of the Ombudsman, Nepal.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation under the Nepal Arbitration Act, 2055 (1998), with the seat of arbitration in Kathmandu, Nepal. The language of arbitration shall be Nepali.
- Validity: This Purchase Order is valid for a period of one (1) fiscal year (Shrawan 2082 to Ashadh 2083) and may be renewed subject to performance evaluation and budgetary approval by the Kathmandu Metropolitan City Council.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of Nepal, including the Public Procurement Act, 2063 (2006), the Local Self-Governance Act, 2074 (2017), and all applicable regulations of the Kathmandu Metropolitan City.
