This Purchase Order is issued by East African Infrastructure Development Ltd. to procure the professional services of a qualified Project Manager to oversee the Kampala Urban Water Supply Expansion – Phase II initiative. The Project Manager shall be based in Uganda Kampala and will be responsible for end-to-end delivery management, stakeholder coordination, budget oversight, risk mitigation, and compliance with all applicable Ugandan regulatory standards. The engagement is structured as a fixed-term professional services contract for a period of twelve (12) months, commencing on 1 August 2025 and concluding on 31 July 2026, unless extended by mutual written agreement.

Terms and Conditions
- This Purchase Order constitutes a binding agreement between East African Infrastructure Development Ltd. and Apex Professional Services & Consulting (Uganda) Ltd. upon signature by both parties. All terms are governed by the laws of the Republic of Uganda.
- The Project Manager engaged under this Purchase Order must hold a minimum of a PMP (Project Management Professional) certification or equivalent, possess at least eight (8) years of experience in infrastructure project management, and demonstrate prior experience delivering projects in Uganda Kampala or comparable East African urban environments.
- Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice and satisfactory completion of the corresponding monthly deliverables. All payments shall be processed in Ugandan Shillings (UGX) via bank transfer to the account specified above.
- The Project Manager shall report directly to the Chief Executive Officer and the Project Steering Committee based in Uganda Kampala. Weekly progress reports, monthly performance dashboards, and quarterly strategic reviews are mandatory deliverables.
- Apex Professional Services & Consulting (Uganda) Ltd. shall ensure that the Project Manager complies with all applicable Ugandan labour laws, tax obligations, and professional conduct standards. The supplier is responsible for all statutory deductions including PAYE, NSSF, and URA tax filings.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Project Manager shall complete a full handover of all project documentation, schedules, and ongoing work to the receiving team in Uganda Kampala within fourteen (14) days of the termination effective date.
- All intellectual property, project documentation, and data generated during the engagement in Uganda Kampala shall remain the sole property of East African Infrastructure Development Ltd. The Project Manager shall sign a non-disclosure agreement prior to commencing work.
- Disputes arising from this Purchase Order shall be resolved through mediation in Kampala, Uganda, in accordance with the Uganda Arbitration and Conciliation Act, 2000, before escalation to the courts of competent jurisdiction in Kampala.
- This Purchase Order is valid for acceptance within thirty (30) days of the issue date. Failure to accept within this period shall render this Purchase Order null and void.
Delivery & Commencement Details
The Project Manager shall report for duty at the East African Infrastructure Development headquarters located on Kampala Road, Uganda Kampala, no later than 08:00 EAT on 1 August 2025. The onboarding and induction activities outlined in Line Item 02 shall be completed within the first five (5) working days of the engagement. All project-related meetings, site inspections, and stakeholder engagements shall be conducted within the Kampala metropolitan area and its immediate environs unless otherwise directed in writing by the Project Steering Committee.
