This Purchase Order is issued by Northern Infrastructure Development Ltd. to procure the professional services of a qualified Project Manager to oversee and deliver the Manchester Riverside Commercial Development Programme. The engagement is specifically scoped for operations within United Kingdom Manchester, covering all project management activities from initiation through to closeout. The Project Manager shall be responsible for coordinating multidisciplinary teams, managing stakeholder communications, controlling budgets, and ensuring compliance with all applicable United Kingdom construction and commercial regulations.

The Project Manager engaged under this Purchase Order must hold a minimum of ten (10) years of demonstrable experience in large-scale commercial development projects within the United Kingdom, with a proven track record of delivering projects in the Manchester metropolitan area. The role requires an in-depth understanding of local planning authorities, including Manchester City Council and the Greater Manchester Combined Authority, as well as familiarity with the specific regulatory environment of United Kingdom Manchester.

The Project Manager shall provide the following services as part of this Purchase Order engagement:

Development and maintenance of the comprehensive project management plan for the Manchester Riverside Commercial Development.
Coordination of all design, construction, and commissioning activities within the United Kingdom Manchester project site.
Management of a project budget not exceeding £42,000,000 (GBP), including cost forecasting, variance analysis, and financial reporting.
Liaison with all statutory bodies, local planning authorities, and regulatory agencies operating within Manchester and the wider United Kingdom jurisdiction.
Production of weekly progress reports, monthly executive summaries, and quarterly risk assessments.
Management of a team of up to twelve (12) subordinate project staff, engineers, and technical specialists.
Facilitation of stakeholder engagement sessions with local Manchester community groups, business partners, and governmental representatives.
Ensuring full compliance with the Construction (Design and Management) Regulations 2015 (CDM 2015) and all relevant United Kingdom health and safety legislation.

This Purchase Order is governed by the laws of England and Wales. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of United Kingdom Manchester and the wider United Kingdom legal framework.
The Project Manager shall not be deemed an employee of Northern Infrastructure Development Ltd. but shall operate as an independent contractor providing professional services under the terms of this Purchase Order.
All work performed under this Purchase Order shall be carried out in accordance with the Royal Institution of Chartered Surveyors (RICS) standards and the Association for Project Management (APM) Code of Practice, as applicable within the United Kingdom.
The Project Manager shall maintain professional indemnity insurance with a minimum cover of £5,000,000 (GBP) for the duration of this Purchase Order engagement.
Payment shall be made within thirty (30) calendar days of receipt of a valid invoice. Late payments shall attract interest at the rate prescribed under the Late Payment of Commercial Debts (Interest) Act 1998.
The supplier shall comply with all data protection requirements under the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 in respect of any personal data processed during the delivery of services under this Purchase Order.
Either party may terminate this Purchase Order with ninety (90) days' written notice. In the event of termination, the Project Manager shall deliver all project documentation, records, and work-in-progress to the issuing organisation within fourteen (14) days.
All intellectual property created specifically for this project under this Purchase Order shall vest in Northern Infrastructure Development Ltd. upon full payment of the relevant fees.
The Project Manager shall conduct all on-site activities in compliance with the Health and Safety at Work etc. Act 1974 and all applicable United Kingdom workplace regulations.
This Purchase Order supersedes all prior negotiations, representations, and agreements between the parties relating to the procurement of Project Manager services for the Manchester Riverside Commercial Development Programme.

This Purchase Order is issued and authorised by the undersigned on behalf of Northern Infrastructure Development Ltd. The supplier, Apex Project Management Solutions UK, acknowledges receipt of this Purchase Order and confirms acceptance of all terms, conditions, and scope of work as set out herein for the provision of Project Manager services in United Kingdom Manchester.
