This Purchase Order is issued by the Federal Medical Centre Abuja to formally engage the services of a qualified Psychiatrist to provide comprehensive mental health consultation, diagnostic assessment, and therapeutic intervention services within the Nigeria Abuja metropolitan area. The Psychiatrist shall render professional psychiatric care in accordance with the standards set by the Medical and Dental Council of Nigeria (MDCN) and the Nigerian Association of Psychiatrists (NAP).
The scope of this Purchase Order encompasses the Psychiatrist's availability for inpatient ward rounds, outpatient clinic sessions, emergency psychiatric consultations, and multidisciplinary case conferences at the Federal Medical Centre Abuja and its affiliated satellite clinics across Nigeria Abuja. The Psychiatrist is expected to maintain a minimum of forty (40) clinical hours per week dedicated to the services outlined in this Purchase Order.

- Scope of Engagement: The Psychiatrist shall provide all services strictly within the geographical boundaries of Nigeria Abuja, including the Federal Capital Territory and its immediate environs. Any travel beyond Nigeria Abuja for outreach purposes must be pre-approved in writing by the Buyer's Procurement Officer.
- Professional Standards: The Psychiatrist warrants that all services rendered under this Purchase Order shall conform to the clinical guidelines of the Nigerian Association of Psychiatrists, the MDCN Code of Medical Ethics, and the National Mental Health Policy of Nigeria. The Psychiatrist shall maintain valid professional indemnity insurance with a minimum coverage of NGN 50,000,000 for the duration of this Purchase Order.
- Payment Schedule: Payment for services rendered under this Purchase Order shall be made on a monthly basis, within thirty (30) calendar days of receipt of a valid invoice. The Psychiatrist shall submit itemized invoices by the 5th of each month for the preceding month's services. All payments shall be made via bank transfer to the account designated by the Psychiatrist.
- Confidentiality and Data Protection: The Psychiatrist shall comply with the Nigeria Data Protection Act (NDPA) 2023 and all applicable patient confidentiality regulations. No patient records, clinical notes, or personal health information obtained during the course of this Purchase Order shall be disclosed to any third party without the explicit written consent of the patient or a lawful court order.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. The Buyer may terminate immediately in the event of gross professional misconduct, loss of MDCN registration, or material breach of the terms herein. Upon termination, the Psychiatrist shall be compensated for all services rendered up to the effective date of termination.
- Performance Review: The Buyer reserves the right to conduct quarterly performance reviews of the Psychiatrist's services. A performance score below 70% on two consecutive reviews shall constitute grounds for renegotiation or termination of this Purchase Order.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be subject to mediation. If unresolved within thirty (30) days, the matter shall be referred to arbitration under the Arbitration and Conciliation Act of Nigeria, with the seat of arbitration in Nigeria Abuja.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria, with specific application to the Federal Capital Territory, Nigeria Abuja.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Psychiatrist in Nigeria Abuja.
