The Psychologist shall deliver the following scope of services as outlined in this Purchase Order:

This Purchase Order shall be effective from 1 July 2025 through 31 December 2025, representing a six-month engagement period. The Psychologist is expected to maintain a minimum of four (4) working days per week at the designated service location in Afghanistan Kabul, with additional availability for emergency crisis response as directed by the Ministry of Health. Any extension of this Purchase Order beyond the initial term shall require a formal amendment signed by both parties.

• Payment shall be made on a monthly basis within thirty (30) calendar days of receipt of the Psychologist's verified service report and corresponding invoice.
• All payments under this Purchase Order shall be processed in Afghan Afghani (AFN) via bank transfer to the account designated by the Psychologist.
• The total contract value for the six-month period under this Purchase Order is estimated at 888,000 AFN (Eight Hundred Eighty-Eight Thousand Afghan Afghani), subject to actual services rendered.
• Any costs exceeding the monthly cap of 148,000 AFN require prior written approval from the Procurement Division in Afghanistan Kabul.
• Taxes and statutory levies applicable in the Republic of Afghanistan shall be borne as per national fiscal regulations.

The Psychologist engaged under this Purchase Order must hold a valid license issued by the relevant Afghan regulatory authority and demonstrate a minimum of five (5) years of clinical experience in psychological practice. The Psychologist shall comply with all ethical standards governing mental health practice in Afghanistan Kabul, including patient confidentiality, informed consent protocols, and cultural sensitivity requirements. The Psychologist shall maintain professional liability insurance for the duration of this Purchase Order.

Either party may terminate this Purchase Order with thirty (30) days' written notice. The Ministry of Health reserves the right to cancel this Purchase Order immediately if the Psychologist fails to meet the performance standards outlined herein or breaches any ethical or legal obligation in the practice of psychology within Afghanistan Kabul. Upon termination, all completed services shall be settled in full, and no further obligations shall accrue under this Purchase Order.

This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall first be subject to mediation in Afghanistan Kabul. Should mediation fail, disputes shall be referred to the competent courts of Afghanistan Kabul for final and binding resolution.
