Description of Purchase Order

This Purchase Order is issued by the Federal Ministry of Health, Abuja, to formally engage the services of a qualified Psychologist for the provision of clinical psychological assessment, therapeutic intervention, and mental health consultation services within the Nigeria Abuja metropolitan area. This Purchase Order constitutes a binding procurement instrument in accordance with the Public Procurement Act (PPA) 2007 of the Federal Republic of Nigeria and all applicable regulations governing the engagement of professional health services in Nigeria Abuja.

Terms and Conditions of this Purchase Order

Validity: This Purchase Order is valid for a period of twelve (12) months from the date of issue, commencing 1st July 2025 and expiring on 30th June 2026, unless renewed in writing by both parties.
Qualification Requirements: The Psychologist engaged under this Purchase Order must hold a valid license from the Psychologists Registration Board of Nigeria (PRBN) and possess a minimum of a Master's degree in Clinical Psychology from a recognized institution in Nigeria or abroad. All credentials must be verified prior to commencement of services in Nigeria Abuja.
Payment Terms: Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice and the corresponding monthly clinical report. All payments shall be processed through the Federal Government's electronic payment system (e-TPS) to the supplier's designated bank account in Nigeria Abuja.
Performance Standards: The Psychologist shall adhere to the Code of Ethics of the Psychologists Registration Board of Nigeria and maintain strict confidentiality of all patient records in compliance with the Nigeria Data Protection Act (NDPA) 2023. Failure to meet performance benchmarks as outlined in the Service Level Agreement attached to this Purchase Order may result in termination.
Location of Services: All services under this Purchase Order shall be rendered at the Federal Ministry of Health premises, Area Council 12, Nigeria Abuja, or at such other locations within Nigeria Abuja as mutually agreed upon in writing by both parties.
Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. The Purchasing Party may terminate immediately in the event of gross professional misconduct, loss of Psychologist licensure, or material breach of contract terms.
Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Nigeria Abuja, and if unresolved within sixty (60) days, shall be referred to arbitration under the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004.
Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria, with jurisdiction vested in the courts of Nigeria Abuja.
Insurance: The Psychologist and the service provider shall maintain professional indemnity insurance with a minimum coverage of NGN 50,000,000 for the duration of this Purchase Order.
Amendments: No amendment to this Purchase Order shall be valid unless made in writing and signed by authorized representatives of both parties.

Approval and Authorization

This Purchase Order for the engagement of a Psychologist in Nigeria Abuja has been reviewed and approved by the undersigned authorized officials of the Federal Ministry of Health, Abuja. The total value of this Purchase Order is Eleven Million, Two Hundred and Forty-Six Thousand Naira Only (NGN 11,246,000.00).
