This Purchase Order is issued by the East African Wellness & Mental Health Institute to formally engage a qualified Psychologist to deliver comprehensive mental health assessment, therapeutic intervention, and organizational wellness services within the city of Tanzania Dar es Salaam. The Psychologist shall operate in accordance with the standards set forth by the Tanzania Health Professions Council and shall comply with all applicable national regulations governing psychological practice in Tanzania Dar es Salaam.

The Psychologist engaged under this Purchase Order must hold a valid registration with the Tanzania Health Professions Council and a minimum of five (5) years of post-qualification clinical experience in psychological practice. The Psychologist shall demonstrate proficiency in evidence-based therapeutic modalities including Cognitive Behavioural Therapy (CBT), Dialectical Behaviour Therapy (DBT), and culturally sensitive psychodynamic approaches appropriate for the diverse population of Tanzania Dar es Salaam. All services shall be delivered in both Swahili and English to ensure accessibility for all clients within the Tanzania Dar es Salaam service area.
3. Terms and Conditions- Acceptance: This Purchase Order shall become a binding agreement upon written acceptance by the Psychologist within fourteen (14) calendar days of the date of issue. Failure to respond within this period shall render this Purchase Order null and void.
- Commencement: All services described herein shall commence on 1 July 2025 at the designated facility located in Masaki, Tanzania Dar es Salaam, unless otherwise agreed in writing by both parties.
- Payment Schedule: Payment shall be made in quarterly instalments of TZS 5,125,000 each, due within thirty (30) days of the end of each quarter. Invoices shall be submitted to the procurement department of the issuing organization in Tanzania Dar es Salaam.
- Confidentiality: The Psychologist shall maintain strict confidentiality of all client records in accordance with the Tanzania Data Protection Act, 2022, and the professional ethical code of the Tanzania Psychological Association. No client information shall be disclosed to any third party without written consent.
- Compliance: The Psychologist shall comply with all laws, regulations, and professional standards applicable to psychological practice in Tanzania Dar es Salaam, including but not limited to the Mental Health Act of the United Republic of Tanzania.
- Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination, the Psychologist shall be compensated for all services rendered up to the effective date of termination.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be attempted to be resolved through mediation. If unresolved, the matter shall be referred to the competent courts of Tanzania Dar es Salaam for adjudication under the laws of the United Republic of Tanzania.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting Tanzania Dar es Salaam.
- Insurance: The Psychologist shall maintain professional indemnity insurance with a minimum coverage of TZS 50,000,000 for the duration of this Purchase Order and shall provide a certificate of insurance upon request.
- Amendments: Any amendments to this Purchase Order must be made in writing and signed by authorized representatives of both parties. Verbal modifications shall not be binding.
The Psychologist shall submit monthly progress reports to the Head of Clinical Services at the Tanzania Dar es Salaam office by the 5th of each month. These reports shall include session summaries (de-identified), attendance records, outcome measures, and any recommendations for service improvement. An annual comprehensive report shall be submitted by 30 June 2026, summarizing all psychological services delivered under this Purchase Order throughout the contract period in Tanzania Dar es Salaam.
