The Radiologist engaged under this Purchase Order shall be responsible for the interpretation of all radiological examinations conducted at the Directorate's affiliated imaging facilities located in Kabul, including but not limited to X-ray, computed tomography (CT), magnetic resonance imaging (MRI), ultrasound, and fluoroscopic procedures.
The Radiologist shall provide on-site and remote consultation services to referring physicians, surgeons, and emergency department staff throughout the Kabul metropolitan area. All radiological reports generated under this Purchase Order must be issued in both English and Dari to ensure accessibility for the diverse patient population served in Afghanistan Kabul. The Radiologist is expected to maintain a minimum response time of four (4) hours for routine imaging reports and one (1) hour for emergency or critical findings.

- Contract Duration: This Purchase Order shall remain in effect for a period of twelve (12) months from the date of acceptance, subject to renewal by mutual written agreement between the Buyer and the Radiologist service provider.
- Payment Terms: Payment shall be made in Afghan Afghani (AFN) within fifteen (15) business days of receipt of a valid invoice from the Radiologist. All payments shall be processed through the Directorate's designated banking institution in Kabul, Afghanistan. Late payments shall accrue interest at a rate of 1.5% per month.
- Professional Standards: The Radiologist shall adhere to the diagnostic imaging standards established by the World Health Organization (WHO) and the Afghan Ministry of Public Health. All radiological reports must comply with the medical record-keeping regulations of the Republic of Afghanistan.
- Confidentiality: The Radiologist shall maintain strict confidentiality of all patient medical records and imaging data in accordance with Afghan medical privacy law. No patient information shall be disclosed to third parties without written consent, except as required by law in Afghanistan Kabul.
- Insurance and Liability: The Radiologist shall maintain valid professional medical malpractice insurance with a minimum coverage of AFN 5,000,000. The insurance policy must be issued by a licensed insurer operating within Afghanistan.
- Force Majeure: Neither party shall be held liable for failure to perform obligations under this Purchase Order due to circumstances beyond reasonable control, including but not limited to armed conflict, natural disasters, government-imposed restrictions, or public health emergencies affecting the Kabul region.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Radiologist shall complete all pending radiological reports and provide a full handover of patient imaging records to the Directorate within fourteen (14) days.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through the competent courts of Kabul, Afghanistan.
- Language: This Purchase Order is executed in English. In the event of any discrepancy between the English version and any translation, the English version shall prevail. All clinical documentation produced by the Radiologist must be bilingual (English and Dari).
- Compliance: The Radiologist warrants that they hold a valid, unrestricted medical license to practice radiology in Afghanistan and that all qualifications listed in this Purchase Order are current and verifiable through the Afghan Medical Council.
All services under this Purchase Order shall be rendered at the following locations within Afghanistan Kabul: (a) Kabul Regional Medical Center, Darulaman District; (b) Kabul Emergency Medical Facility, Pol-e-Charkhi District; (c) Kabul Maternal and Child Health Clinic, Wazir Akbar Khan District; and (d) Kabul University Medical Faculty, Shar-e-Naw District. The Radiologist shall be present on-site for a minimum of five (5) days per week, with on-call availability for emergency consultations on all remaining days.
5. AUTHORIZATION AND ACCEPTANCEBy signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order for the engagement of Radiologist services in Afghanistan Kabul. This document constitutes a binding agreement upon execution by both authorized representatives.
