3. TERMS AND CONDITIONS
  1. This Purchase Order shall become effective upon written acceptance by the Service Provider and full disbursement of the 30% advance payment. The School Counselor must be physically present and operational at the designated school sites in Afghanistan Kabul no later than 1 September 2025, coinciding with the start of the new academic year.
  2. The School Counselor engaged under this Purchase Order must hold a minimum of a Master's degree in Counseling Psychology, Educational Psychology, or a closely related field, along with at least five (5) years of documented experience working with adolescents in a school or community setting. Prior experience in Afghanistan Kabul or in post-conflict educational environments is strongly preferred.
  3. All services rendered by the School Counselor shall comply with the national education standards set by the Ministry of Education of Afghanistan and the specific operational guidelines of the Kabul Provincial Directorate of Education. The School Counselor must adhere to strict confidentiality protocols regarding all student records and personal information.
  4. Payment shall be made in four (4) quarterly installments of 25% each, due within fifteen (15) business days following the submission and approval of the corresponding monthly progress reports. Payments shall be processed via bank transfer to the account designated by KECS in Kabul, Afghanistan.
  5. The Service Provider shall maintain adequate professional liability insurance covering the School Counselor for the full duration of this Purchase Order. A certificate of insurance shall be submitted to the KPDE prior to the commencement of services in Afghanistan Kabul.
  6. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the School Counselor shall complete all ongoing student sessions and hand over all records to the KPDE within the notice period. No further payment shall be due beyond the date of actual service completion.
  7. All disputes arising from this Purchase Order shall be resolved through amicable negotiation. Should negotiation fail, the matter shall be referred to the competent commercial court in Kabul, Afghanistan, and governed by the laws of the Islamic Republic of Afghanistan.
  8. The Service Provider warrants that the School Counselor assigned to this Purchase Order shall not be engaged in any conflicting professional obligations that would impair their availability or dedication to the schools in Afghanistan Kabul.
4. DELIVERY AND COMMENCEMENT

The School Counselor shall report for duty at the Kabul Provincial Directorate of Education headquarters in Darulaman, Afghanistan Kabul, on 1 September 2025 at 08:00 hours for initial orientation, site assignment, and program briefing. The Service Provider is responsible for all travel, accommodation, and logistical arrangements for the School Counselor within the city of Kabul. The Purchase Order covers a single academic year (September 2025 through August 2026), with the option for renewal subject to mutual agreement and satisfactory performance evaluation.
