This Purchase Order is issued by the Lycée National d'Excellence, Algiers, for the procurement of professional School Counselor services to be rendered on the institution's premises located in Algeria, Algiers. The School Counselor shall provide comprehensive psychological, academic, and career guidance services to the student body in accordance with the regulations set forth by the Algerian Ministry of National Education and the relevant professional standards applicable in the Wilaya of Algiers.

1. This Purchase Order constitutes a binding agreement between the purchasing institution in Algeria, Algiers and the contracted School Counselor for the provision of professional educational guidance services during the 2025–2026 academic year.
2. The School Counselor shall comply with all professional ethical standards established by the Algerian Ministry of National Education, the Algerian Association of Educational Psychologists, and the applicable labor and professional regulations of the Republic of Algeria.
3. Services shall be rendered on-site at the institution's premises in Algiers, Algeria, during regular school hours (Monday through Friday, 08:00 to 16:00), with a minimum of 35 hours per week dedicated to direct student interaction.
4. The School Counselor is required to maintain strict confidentiality of all student records, session notes, and personal information in accordance with Algerian data protection laws and the professional code of ethics for counselors practicing in Algiers.
5. Payment shall be made in four (4) equal quarterly installments of 122,500.00 DZD each, due within fifteen (15) business days following the end of each quarter, via bank transfer to the account designated by the School Counselor.
6. This Purchase Order may be terminated by either party with a written notice of thirty (30) days. In the event of early termination, payment shall be prorated based on services actually rendered up to the termination date.
7. The School Counselor shall submit a written progress report to the Director of Student Affairs at the end of each semester, detailing the number of sessions conducted, categories of issues addressed, and recommendations for institutional improvement.
8. All disputes arising from this Purchase Order shall be resolved through amicable negotiation first, and failing that, through the competent courts of Algiers, Algeria, in accordance with Algerian civil and commercial law.
9. The School Counselor shall maintain valid professional liability insurance throughout the duration of this contract, with a minimum coverage of 5,000,000 DZD, as required for educational professionals operating in the Wilaya of Algiers.

Services under this Purchase Order shall commence on 15 September 2025 and shall continue through 20 June 2026, covering the full academic year. The School Counselor shall be available for on-site consultation in Algiers, Algeria, and shall coordinate with the school's administrative staff to ensure seamless integration of counseling services into the daily academic schedule. Any additional services beyond the scope defined herein shall require a written amendment to this Purchase Order signed by both parties.

This Purchase Order has been reviewed and approved in accordance with the internal procurement procedures of the institution and the public procurement regulations of the Republic of Algeria.
