1. Description of Purchase Order – School Counselor EngagementThis Purchase Order is issued by the Queensland Department of Education to formally procure the services of a qualified School Counselor to be deployed at select government and independent schools across the Australia Brisbane metropolitan region. The engagement is designed to ensure that every student within the Brisbane school community has access to professional, confidential, and culturally responsive counselling support in accordance with the Queensland Education Act 2013 and the Australian Professional Standards for Teachers (Counselling Endorsement).
The School Counselor engaged under this Purchase Order shall hold a minimum of a Master of Counselling or Master of Psychology (Counselling) qualification, be registered with the Australian Health Practitioner Regulation Agency (AHPRA) or the Australian Psychological Society (APS), and possess a valid Working with Children Check (WWCC) issued by the Queensland Police Service. The School Counselor must also demonstrate a minimum of three (3) years of post-qualification experience working within a K-12 school environment in Australia, with a preference for candidates who have previously served in the Australia Brisbane education sector.
2. Scope of Services – School Counselor DutiesThe School Counselor engaged pursuant to this Purchase Order shall perform the following duties at the designated school sites within Australia Brisbane:
- Deliver individual, group, and family counselling sessions to students aged 5 to 18 years, addressing issues including but not limited to anxiety, depression, bullying, grief, behavioural difficulties, and academic stress.
- Develop and implement a whole-school mental health and wellbeing plan in alignment with the Australian Government's National Mental Health and Wellbeing Strategy for Schools.
- Conduct regular welfare checks and risk assessments for at-risk students, maintaining strict confidentiality in compliance with the Privacy Act 1988 (Cth) and the Information Privacy Act 2009 (Qld).
- Collaborate with classroom teachers, school principals, parents, and external mental health professionals to coordinate a holistic support framework for each student.
- Deliver professional development workshops for teaching staff on recognising early signs of mental health deterioration and implementing classroom-based counselling strategies.
- Maintain accurate, secure, and compliant student counselling records in accordance with Queensland Department of Education data retention policies.
- Attend mandatory school council meetings, parent information evenings, and community outreach events scheduled throughout the academic year in the Australia Brisbane region.

Payment shall be made on a monthly basis via direct bank transfer within thirty (30) days of receipt of a valid tax invoice. All payments are subject to the terms outlined in this Purchase Order and the overarching Queensland Government Procurement Policy. The School Counselor engagement is valid for one (1) academic year, commencing 1 August 2025 and concluding 30 June 2026, with an option for renewal subject to satisfactory performance review.
4. Terms and Conditions- This Purchase Order is governed by the laws of the State of Queensland, Australia, and the Commonwealth of Australia.
- The School Counselor must maintain professional indemnity insurance with a minimum cover of AUD 10,000,000 for the duration of the engagement.
- All services must be delivered in compliance with the Australian Education Act 2013, the Education (General Provisions) Act 2006 (Qld), and the National Quality Standards for early childhood and school-based services.
- The supplier must ensure that the School Counselor adheres to the Australian Counselling Association (ACA) Code of Ethics and the APS Code of Ethics.
- Any breach of student confidentiality or failure to report a mandatory reporting obligation under the Child Protection Act 1999 (Qld) shall constitute immediate grounds for termination of this Purchase Order.
- The School Counselor is required to complete a minimum of twenty (20) hours of continuing professional development (CPD) per annum, with evidence submitted to the Queensland Department of Education by 31 July of each year.
- Disputes arising from this Purchase Order shall be resolved through mediation under the Queensland Civil and Administrative Tribunal (QCAT) before any litigation is commenced.
- The supplier acknowledges that all student data collected during the School Counselor engagement is the property of the Queensland Department of Education and must be stored on approved Queensland Government IT systems within the Australia Brisbane data centre.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a School Counselor within the Australia Brisbane education sector. This document constitutes a binding agreement upon execution by both authorised representatives.
