- Master's degree in Psychology, Educational Counseling, or a related field from an institution accredited by the Brazilian Ministry of Education (MEC).
- Active registration with the Conselho Federal de Psicologia (CFP) – Federal Council of Psychology of Brazil.
- Minimum of five (5) years of professional experience in school-based counseling within the Brazilian public education system.
- Demonstrated fluency in Portuguese and proficiency in English for reporting purposes.
- Completed certification in child and adolescent mental health, trauma-informed care, and culturally sensitive counseling practices relevant to the diverse communities of Brazil Brasília.
- Valid criminal background check (Certificado de Antecedentes Criminais) and clearance for working with minors in Brazil.
- Payment shall be made in monthly installments via electronic bank transfer (TED/DOC) to the account designated by CEDH, subject to satisfactory delivery of services as verified by SEDF supervisors in Brazil Brasília.
- Each monthly payment is due within fifteen (15) business days following the submission and approval of the monthly service report.
- A retention of five percent (5%) shall be withheld from each monthly payment and released upon final acceptance of all deliverables at the conclusion of the contract term.
- All payments are subject to applicable Brazilian tax withholdings, including IRPF, INSS, and ISS, in accordance with current federal and municipal legislation of Brazil Brasília.
- Late payments shall accrue interest at the rate of 1% per month, as stipulated by Brazilian civil law (Código Civil, Art. 406).
- This Purchase Order constitutes a binding agreement between the parties and shall be governed by the laws of the Federative Republic of Brazil, with jurisdiction vested in the courts of Brazil Brasília – DF.
- The School Counselor engaged under this order shall comply with all data protection requirements under the Brazilian General Data Protection Law (LGPD – Lei Geral de Proteção de Dados, Law No. 13.709/2018) when handling student records and personal information.
- Either party may terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, subject to the resolution procedures outlined in Federal Decree No. 9.454/2018.
- The Service Provider (CEDH) shall maintain professional liability insurance with a minimum coverage of R$ 500,000.00 for the duration of the contract.
- All work products, reports, and program materials developed under this Purchase Order shall be the intellectual property of SEDF, Brazil Brasília, upon full payment.
- This Purchase Order may not be assigned or subcontracted without prior written consent from the purchasing entity.
- Any disputes arising from this Purchase Order shall first be subject to mediation before the Câmara de Mediação do Distrito Federal, and failing resolution, shall be adjudicated in the competent courts of Brazil Brasília.
