Terms and Conditions
- This Purchase Order is issued by the Vancouver District School Board, Canada Vancouver, and governs the engagement of School Counselor professional services for the 2025–2026 academic year. All services must be rendered in accordance with the British Columbia Education Act and the Canada Vancouver School District's Student Counselling Policy (Policy 610).
- The School Counselor engaged under this Purchase Order must hold a valid British Columbia College of Counselling and Psychotherapy (BCCP) registration and a minimum of five (5) years of experience in a K-12 educational setting within Canada Vancouver or a comparable metropolitan school district.
- All student records, counselling notes, and personal information handled by the School Counselor must be stored and processed in strict compliance with PIPEDA, FIPPA, and the Canada Vancouver School District's data retention schedule. No student data shall be transferred outside of Canada without written authorization from the District's Privacy Officer.
- Payment shall be made within thirty (30) calendar days of receipt of a valid invoice. Invoices must reference this Purchase Order number (PO-2025-VDSB-04872) and be submitted to the Accounts Payable department at 1200 West Broadway, Vancouver, BC, Canada.
- The vendor shall maintain professional liability insurance with a minimum coverage of $5,000,000 CAD, naming the Vancouver District School Board as an additional insured party. A certificate of insurance must be provided prior to the commencement of School Counselor services.
- This Purchase Order may be amended only by mutual written agreement between the authorized representatives of both parties. Any change in scope, duration, or compensation for the School Counselor role must be documented in a formal amendment to this Purchase Order.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the School Counselor shall complete all in-progress student counselling plans and provide a comprehensive transition report to the District within fourteen (14) days of the termination date.
- All disputes arising from this Purchase Order shall be resolved through mediation in accordance with the Canada Vancouver mediation guidelines, and failing resolution, through the courts of competent jurisdiction in British Columbia, Canada.
- The School Counselor shall adhere to the Canada Vancouver School District's code of conduct, including mandatory reporting obligations under the Child, Family and Community Services Act (BC) for any suspected child protection concerns encountered during the provision of counselling services.
