1. Description of Purchase Order and Scope of ServicesThis Purchase Order is issued by the Alexandria Metropolitan School District to formally procure the professional services of a qualified School Counselor to be stationed and operational within the educational institutions of Egypt Alexandria. The purpose of this procurement is to ensure that all students enrolled in the district's public and semi-private schools receive comprehensive psychological, academic, and social-emotional support in accordance with the Egyptian Ministry of Education and Technical Education guidelines and the Alexandria Governorate's Student Welfare Regulations of 2024.
The School Counselor engaged under this Purchase Order shall provide individual and group counseling sessions, crisis intervention, academic guidance, career planning workshops, and behavioral assessment services to students aged 6 through 18 across all affiliated schools in the Alexandria metropolitan area. The counselor must hold a valid license issued by the Egyptian Psychological Syndicate and possess a minimum of five (5) years of documented experience in educational counseling within Egypt.

3.1 – This Purchase Order is governed by the laws of the Arab Republic of Egypt, specifically the Egyptian Civil Code and the Public Procurement Law No. 182 of 2018 as amended. All disputes arising from this order shall be resolved through the competent courts in Alexandria, Egypt.
3.2 – The School Counselor must comply with all ethical standards set forth by the Egyptian Psychological Syndicate and the Alexandria Governorate's Education Directorate. Confidentiality of all student records is mandatory and shall be maintained in accordance with Egyptian data protection regulations.
3.3 – Payment shall be made in monthly installments of EGP 76,585.20 (including VAT) via bank transfer to the supplier's designated account at the National Bank of Egypt, Alexandria Branch. Invoices must be submitted by the 5th of each month for the preceding month's services.
3.4 – The School Counselor shall report directly to the Director of Student Affairs at the Alexandria Metropolitan School District and shall attend all mandatory staff meetings held at the district headquarters in El-Montaza, Alexandria.
3.5 – The supplier guarantees that the School Counselor assigned under this Purchase Order shall not be reassigned or replaced without prior written approval from the Buyer. Any substitution requires a candidate of equal or superior qualifications.
3.6 – This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination, the Buyer shall pay for all services rendered up to the effective date of termination.
3.7 – The supplier shall maintain professional liability insurance with a minimum coverage of EGP 2,000,000 for the duration of this contract, valid throughout the Alexandria metropolitan area.
3.8 – All services under this Purchase Order shall be delivered in Arabic and English, as both languages are used in the educational institutions of Egypt Alexandria.
NOTE: This Purchase Order is part of the Alexandria Governorate's 2025–2026 Student Mental Health Initiative, a program endorsed by the Egyptian Ministry of Education to ensure every school in Egypt Alexandria has access to a dedicated, licensed School Counselor.
