- Scope of Engagement: The School Counselor engaged under this Purchase Order shall hold a valid Japanese School Counselor certification (Shigoto no Shien-sha or equivalent) issued by the Japan Osaka Prefectural Board of Education. The counselor must demonstrate fluency in Japanese and possess a minimum of five (5) years of experience in K-12 school counseling within the Japan Osaka metropolitan area.
- Compliance with Local Regulations: All services rendered by the School Counselor shall comply with the Japan Osaka Prefectural Education Regulations, the Japanese Child Welfare Act, and the MEXT standards for student support services applicable to the Japan Osaka region. The Purchase Order is subject to the Japan Osaka Municipal Procurement Act (2024 revision).
- Payment Schedule: Payment for this Purchase Order shall be made in quarterly installments of JPY 1,158,750, due within thirty (30) days of the end of each fiscal quarter. The first payment shall be due upon successful onboarding of the School Counselor at the Japan Osaka school facility.
