Description of ProcurementThis Purchase Order is issued by the Lagos Metropolitan Educational Trust to formally procure the professional services of a qualified School Counselor to be deployed across our network of secondary and primary schools located in the Lagos metropolitan area, Nigeria Lagos. The engagement is intended to provide comprehensive student welfare, academic guidance, psychological support, and career advisory services in compliance with the Nigerian Educational Research and Development Council (NERDC) guidelines and the Lagos State Ministry of Education standards for student counselling programmes.
Scope of ServicesThe School Counselor engaged under this Purchase Order shall perform the following duties within the Nigeria Lagos educational jurisdiction:

The School Counselor appointed under this Purchase Order must satisfy the following mandatory criteria to operate within the Nigeria Lagos educational framework:
- A minimum of a Bachelor's degree in Counselling Psychology, Educational Psychology, or a related field from a recognised Nigerian university or an internationally accredited institution.
- Professional registration with the Counselling Psychologists Registration Board of Nigeria (CPRBN) and a valid practising licence.
- A minimum of five (5) years of documented experience in school-based counselling within Nigeria, with at least two (2) years in the Lagos State educational system.
- Completion of a certified training programme in adolescent mental health, trauma-informed care, and culturally sensitive counselling practices relevant to the diverse communities of Nigeria Lagos.
- A valid National Identification Number (NIN) and a clean criminal record certificate obtained from the Nigeria Police Force, Lagos Command.
- Membership in good standing with the Nigerian Association of Counselling Psychologists (NACP).
- This Purchase Order constitutes a binding agreement between the Lagos Metropolitan Educational Trust and Lagos Counselling & Wellness Associates Ltd. for the provision of School Counselor services within the Nigeria Lagos jurisdiction. Both parties agree to be bound by the terms set forth herein.
- The School Counselor shall operate in strict compliance with the National Policy on Education (Nigeria), the Lagos State Education Law, and all applicable data protection regulations, including the Nigeria Data Protection Act 2023, to ensure the confidentiality and privacy of all student records.
- Payment shall be made in Nigerian Naira (NGN) via bank transfer to the vendor's designated account within thirty (30) calendar days of receipt of a valid invoice and a satisfactory monthly service report. Late payments shall attract a penalty of 1.5% per month as stipulated under Nigerian commercial law.
- The School Counselor shall be required to submit a detailed monthly activity report to the procurement officer of the Lagos Metropolitan Educational Trust by the 5th business day of each month, documenting sessions conducted, student outcomes, and any referrals made within the Nigeria Lagos service area.
- Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of termination, the vendor shall be compensated for all services rendered up to the effective date of termination, and all student records shall be securely transferred to the institution.
- The vendor shall maintain professional indemnity insurance with a minimum coverage of NGN 10,000,000 (Ten Million Naira) for the duration of this Purchase Order, covering all School Counselor activities conducted in Nigeria Lagos.
- All disputes arising from this Purchase Order shall be resolved through mediation in accordance with the Lagos Multi-Door Courthouse framework, and failing amicable resolution, shall be subject to the exclusive jurisdiction of the courts of law in Lagos State, Nigeria.
- This Purchase Order is subject to the prevailing tax regulations of the Federal Republic of Nigeria. Withholding tax at the rate prescribed by the Federal Inland Revenue Service (FIRS) shall be deducted at source and remitted accordingly.
By signing below, both parties acknowledge and accept the terms of this Purchase Order for the engagement of a School Counselor to deliver student welfare and guidance services within the Nigeria Lagos educational sector.
