- Scope of Engagement: The School Counselor shall provide comprehensive psychological counseling, career guidance, academic intervention planning, and crisis management services to students aged 10 through 18 across all designated schools in Pakistan Islamabad. The School Counselor must maintain strict confidentiality in accordance with the Pakistan Mental Health Act and data protection regulations applicable in Islamabad.
- Qualification Requirements: The School Counselor engaged under this Purchase Order must hold a minimum of a Master's degree in Counseling Psychology or Clinical Psychology from a university recognized by the Higher Education Commission of Pakistan. Additionally, the candidate must possess a valid registration certificate from the Pakistan Psychological Society and a minimum of three (3) years of experience in an educational counseling setting within Pakistan Islamabad or a comparable metropolitan area.
- Payment Terms: Payment for this Purchase Order shall be disbursed in three (3) equal installments: 40% upon successful onboarding and commencement of duties by the School Counselor, 30% upon completion of the six-month midpoint evaluation, and the remaining 30% upon successful completion of the full twelve-month contract period. All payments shall be made via bank transfer to the account designated by Islamabad Professional Counseling Services (Pvt.) Ltd. in accordance with the financial regulations of the Government of Pakistan Islamabad.
- Performance Metrics: The School Counselor shall be evaluated quarterly based on student engagement rates, reduction in reported behavioral incidents, parent satisfaction surveys, and academic improvement indicators. Failure to meet the minimum performance threshold as defined in the annexure to this Purchase Order shall entitle the Islamabad Public Education Board to terminate the engagement with thirty (30) days' written notice.
- Compliance and Legal Jurisdiction: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. Any disputes arising from this Purchase Order shall be resolved through arbitration in Pakistan Islamabad in accordance with the Arbitration Act, 1940. The School Counselor shall comply with all local, provincial, and federal regulations pertaining to child welfare, data privacy, and professional conduct as enforced in Pakistan Islamabad.
- Insurance and Liability: The service provider shall maintain professional indemnity insurance with a minimum coverage of PKR 10,000,000 for the duration of the School Counselor engagement. The School Counselor shall be covered under the employer's liability insurance as mandated by the Pakistan Islamabad labor regulations.
- Confidentiality: All student records, counseling notes, and personal data handled by the School Counselor shall be treated as strictly confidential. Breach of confidentiality shall result in immediate termination of this Purchase Order and legal proceedings as per applicable law in Pakistan Islamabad.
- Amendments: Any modification to this Purchase Order must be made in writing and signed by authorized representatives of both parties. Verbal agreements or informal communications shall not constitute a valid amendment to the terms outlined herein.
