This Purchase Order is issued by the Singapore Singapore Ministry of Education – School Welfare Division to procure the professional services of a qualified School Counselor for deployment across selected primary and secondary schools within the Singapore Singapore education network. The School Counselor shall provide comprehensive student welfare support, academic guidance, mental health intervention, and career advisory services in full compliance with the Singapore Singapore Council for the Accreditation of Counselling and Psychotherapy (SCAC) standards and the Ministry of Education's Student Wellbeing Framework.
The engagement of the School Counselor under this Purchase Order is intended to strengthen the pastoral care infrastructure in Singapore Singapore schools, ensuring that every student receives timely, evidence-based counselling support. The School Counselor must hold a minimum of a Master's degree in Counselling Psychology or a related discipline, possess at least five (5) years of documented experience in an educational setting within Singapore Singapore, and maintain active registration with the relevant professional bodies operating in Singapore Singapore.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of Singapore Singapore. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of Singapore Singapore.
- Qualification Requirements: The Supplier warrants that every School Counselor deployed under this Purchase Order shall meet the minimum qualification standards set by the Singapore Singapore Ministry of Education. The Supplier shall provide certified copies of academic credentials, professional registration, and police clearance certificates prior to commencement of services.
- Code of Conduct: All School Counselor personnel shall adhere to the Singapore Singapore Code of Ethics for Counselling Professionals, the Personal Data Protection Act (PDPA) of Singapore Singapore, and the Child Protection Act of Singapore Singapore. Any breach shall constitute grounds for immediate termination of this Purchase Order.
- Confidentiality: The Supplier and all School Counselor staff shall maintain strict confidentiality regarding all student records, counselling sessions, and institutional data encountered during the performance of this Purchase Order in Singapore Singapore.
- Payment Schedule: Payment shall be made in quarterly instalments within thirty (30) days of receipt of a valid tax invoice. The first instalment of SGD 247,634.38 shall be due upon successful onboarding of all School Counselor personnel.
- Performance Review: The Purchasing Party reserves the right to conduct bi-annual performance reviews of the School Counselor team. Failure to meet the Key Performance Indicators (KPIs) outlined in the Service Level Agreement may result in a reduction of scope or termination of this Purchase Order with thirty (30) days' written notice.
- Insurance: The Supplier shall maintain Professional Indemnity Insurance of not less than SGD 2,000,000 per claim and Public Liability Insurance of not less than SGD 5,000,000, both valid throughout Singapore Singapore, for the duration of this Purchase Order.
- Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of material breach, the non-breaching party may terminate immediately upon written notice. All outstanding obligations for services rendered up to the termination date shall remain payable.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government directives, or public health emergencies as declared by the authorities of Singapore Singapore.
- Anti-Corruption: The Supplier confirms that no bribe, kickback, or improper inducement has been offered or accepted in connection with this Purchase Order, in compliance with the Prevention of Corruption Act of Singapore Singapore.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of School Counselor services within the Singapore Singapore education sector. This document constitutes a binding contractual agreement upon execution by authorised representatives of both parties.
