This Purchase Order is issued by Al-Nile International School, Sudan Khartoum, to formally procure the professional services of a qualified School Counselor for the 2025/2026 academic year. The School Counselor engaged under this Purchase Order must satisfy the following mandatory criteria as stipulated by the Sudanese Ministry of Education and the regulations governing educational institutions in Khartoum:
- Hold a minimum of a Master's degree in School Counseling, Educational Psychology, or a closely related field from an accredited university recognized by the Sudanese Ministry of Higher Education.
- Possess a valid professional license to practice counseling in the Republic of Sudan, issued by the Sudanese Board of Psychological and Educational Counseling.
- Demonstrate a minimum of five (5) years of documented experience providing counseling services in a K-12 school environment, with at least two (2) years of experience in the Sudan Khartoum region.
- Be proficient in both Arabic and English, as Al-Nile International School operates as a bilingual institution serving a diverse student body in Khartoum.
- Complete a background check and clearance certificate issued by the National Police, Khartoum Directorate, confirming no criminal record or history of misconduct involving minors.
- Hold a current first-aid and mental health first-aid certification valid for the duration of this Purchase Order.
- Agree to adhere to the code of professional ethics established by the Sudanese Association of School Counselors and the institutional policies of Al-Nile International School.
- Payment Terms: The total amount of this Purchase Order shall be paid in four (4) equal quarterly installments of SDG 592,625 each, due on the 5th business day following the end of each academic quarter (December 2025, March 2026, June 2026, and a final reconciliation payment in July 2026). Payment shall be made via bank transfer to the Supplier's designated account at Bank of Khartoum, Sudan.
- Commencement and Termination: The School Counselor shall report for duty no later than 01 September 2025. This Purchase Order shall remain in effect for one full academic year. Either party may terminate this agreement with thirty (30) days' written notice, subject to the completion of any ongoing student counseling cases in accordance with professional ethical standards.
- Performance Standards: The School Counselor shall maintain a minimum caseload management ratio of 1:250 students, conduct a minimum of 15 individual counseling sessions per week, and submit a written progress report to the Director of Student Affairs by the last Friday of each month.
- Confidentiality: All student records, session notes, and personal information handled by the School Counselor shall be treated as strictly confidential in accordance with Sudanese data protection regulations and the school's internal privacy policy. No information shall be disclosed to third parties without written parental or guardian consent, except in cases of imminent risk to life as mandated by Sudanese law.
- Working Hours and Location: The School Counselor shall work full-time (Monday through Friday, 7:30 AM to 3:30 PM) at the Al-Nile International School premises on Omdurman Road, Khartoum, Sudan. The School Counselor shall also be available for scheduled after-school parent meetings and emergency response as outlined in Line Item 06.
- Compliance with Local Law: All services rendered under this Purchase Order shall comply with the laws of the Republic of Sudan, the regulations of the Khartoum State Ministry of Education, and the standards set forth by the Sudanese National Council for Educational Quality Assurance.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be addressed through good-faith negotiation between the parties. Should resolution not be achieved within fifteen (15) business days, the matter shall be referred to the Commercial Arbitration Center in Khartoum, Sudan, in accordance with the Sudanese Arbitration Law.
- Force Majeure: Neither party shall be held liable for failure to perform obligations under this Purchase Order due to circumstances beyond reasonable control, including but not limited to natural disasters, civil unrest, government-mandated school closures, or public health emergencies affecting the Khartoum region.
