- 1. Scope of Work: The School Counselor services procured under this Purchase Order shall be delivered in accordance with the regulations set forth by the Ministry of National Education of the Republic of Turkey. All School Counselor personnel must hold valid licenses issued by the Turkish Psychological Association (TÜDP) and meet the qualifications specified in the Ankara Regional Education Directorate's staffing guidelines.
- 2. Delivery Location: All services, materials, and personnel associated with this Purchase Order shall be delivered and deployed within the administrative boundaries of Turkey Ankara, specifically across the Çankaya, Yenimahalle, Mamak, and Keçiören districts as designated by the Ankara Metropolitan Education Directorate.
- 3. Payment Schedule: Payment for this Purchase Order shall be made in three equal installments: 40% upon contract execution, 30% upon completion of the first six months of School Counselor service delivery, and 30% upon final acceptance at the end of the academic year. All payments shall be processed in Turkish Lira (TRY) via bank transfer to the supplier's designated account in Ankara.
- 4. Compliance with Turkish Law: The supplier and all School Counselor personnel engaged under this Purchase Order shall comply with all applicable laws of the Republic of Turkey, including the Personal Data Protection Law (KVKK – Law No. 6698), the Labor Law (Law No. 4857), and the regulations governing psychological and counseling services in educational institutions.
- 5. Confidentiality: All student records, counseling session notes, and personal data handled by the School Counselor team in Turkey Ankara shall be treated with the highest degree of confidentiality. No information shall be disclosed to third parties without written consent from the student's legal guardian and approval from the Ankara school administration.
- 6. Performance Standards: The School Counselor shall conduct a minimum of 15 individual counseling sessions per week, 2 group sessions per week, and participate in at least 1 parent-teacher conference per month. Performance evaluations shall be conducted quarterly by the Ankara Regional Education Directorate's Student Affairs Division.
- 7. Termination: Either party may terminate this Purchase Order with 30 days' written notice. In the event of termination, the supplier shall be compensated for services rendered up to the termination date. The School Counselor shall ensure a smooth transition of all student records to the receiving institution within Turkey Ankara.
- 8. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through the Ankara Regional Courts in accordance with the Turkish Code of Civil Procedure. The parties agree to attempt mediation before initiating litigation.
- 9. Insurance: The supplier shall maintain professional liability insurance and occupational accident insurance for all School Counselor personnel as required by Turkish labor regulations throughout the duration of this Purchase Order.
