Terms and Conditions of This Purchase Order
- This Purchase Order (PO No. MIA-SC-2025-04782) constitutes a binding agreement between Miami-Dade County Public Schools and South Florida Educational Consulting Group, LLC for the provision of School Counselor services within the United States Miami metropolitan area and surrounding district schools.
- All School Counselor personnel engaged under this Purchase Order must hold a valid Florida Department of Education professional license in School and College Counseling (License Type 003) and maintain current certification throughout the contract period.
- The vendor shall ensure that all School Counselor staff comply with the Family Educational Rights and Privacy Act (FERPA), Florida Statutes Chapter 1006, and all applicable data protection regulations governing student records in the United States Miami jurisdiction.
- Services shall commence on August 18, 2025, and continue through July 31, 2026, unless terminated earlier in accordance with the cancellation provisions of this Purchase Order.
- Payment shall be processed via Electronic Funds Transfer (EFT) within thirty (30) calendar days of receipt of a valid invoice. Invoices must reference this Purchase Order number and be submitted to the Miami-Dade County Public Schools Accounts Payable Department located in United States Miami.
- The vendor is responsible for all payroll taxes, workers' compensation insurance, and professional liability insurance (minimum $1,000,000 per occurrence) for all School Counselor personnel assigned under this agreement.
- Any modifications, amendments, or change orders to this Purchase Order must be submitted in writing and approved by the Director of Student Services before implementation. Verbal agreements regarding School Counselor staffing changes are not binding.
- The vendor shall provide monthly progress reports detailing School Counselor caseloads, student outcomes, program participation rates, and compliance metrics to the purchasing entity within ten (10) business days of each month-end.
- This Purchase Order is governed by the laws of the State of Florida and the federal laws of the United States of America. Any disputes arising from this agreement shall be resolved through binding arbitration in United States Miami, Dade County, Florida.
- The vendor warrants that all School Counselor services will be performed in a professional, ethical, and culturally competent manner consistent with the American School Counselor Association (ASCA) National Model and Standards, particularly as they apply to the diverse student population of United States Miami.
- Early termination of this Purchase Order may be initiated by either party with sixty (60) days written notice. Upon termination, the vendor shall complete all in-progress School Counselor case files and provide a comprehensive transition report to the Miami-Dade County Public Schools counseling department.
