1. Scope of Work: The Social Worker(s) engaged under this Purchase Order shall operate exclusively within the administrative boundaries of the Wilaya of Algiers, Algeria. Their duties shall include but are not limited to: conducting home visits to vulnerable families, coordinating with local health centres and schools, facilitating access to social assistance programmes, mediating family disputes, and maintaining confidential case records in compliance with Algerian data protection regulations.
2. Qualification Requirements: The primary Social Worker must hold a Licence or Master's degree in Social Work from a recognised Algerian university (e.g., University of Algiers 1, University of Algiers 2, or University of Algiers 3) and possess a valid professional registration with the Algerian Order of Social Workers. The supplementary Social Worker must hold at minimum a Licence in Social Work with a minimum of three (3) years of documented field experience in Algeria.
3. Commencement and Duration: Services shall commence on 01 July 2025 and shall continue for a period of twelve (12) months, subject to satisfactory performance reviews conducted quarterly by the Directorate of Social Action, Algiers. This Purchase Order may be renewed for an additional twelve-month period upon mutual written agreement.
4. Payment Schedule: Payment shall be made in quarterly instalments of 663,425 DZD each, due within thirty (30) calendar days of the receipt of the corresponding quarterly performance report. All payments shall be processed via bank transfer to the vendor's designated account at a licensed Algerian financial institution.
5. Compliance and Legal Framework: All services rendered under this Purchase Order shall comply with the Algerian Labour Code (Law No. 90-11 of 21 April 1990, as amended), the Law on Social Protection, and all applicable decrees issued by the Ministry of Social Affairs, Families, and Women's Status. The Social Worker shall adhere to the professional code of ethics established for social work practice in Algeria.
6. Confidentiality: The Social Worker and the service provider shall maintain strict confidentiality regarding all beneficiary information. No personal data collected during the course of this engagement in Algiers shall be disclosed to any third party without the written consent of the beneficiary or a court order issued by an Algerian judicial authority.
7. Termination: Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of material breach, termination may be effected with thirty (30) days' notice. Upon termination, the Social Worker shall complete all ongoing case files and transfer records to the Directorate of Social Action, Algiers, within fifteen (15) days.
8. Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be submitted to the competent administrative court in Algiers, Algeria, in accordance with Algerian law.
