This Purchase Order is issued by the Beijing Municipal Social Welfare Administration Bureau to procure the professional services of a qualified Social Worker to be deployed within the administrative jurisdiction of China Beijing. The Social Worker shall provide comprehensive community-based social welfare support, case management, family intervention services, and psychosocial counseling to vulnerable populations residing in the designated service districts of Beijing. The Social Worker engaged under this Purchase Order must satisfy the following mandatory criteria:

  • Hold a valid Level-2 or Level-3 National Social Worker Professional Qualification Certificate issued by the Ministry of Civil Affairs of the People's Republic of China.
  • Be a registered member of the China Association of Social Workers (CASW) with a current annual registration in the Beijing chapter.
  • Possess a minimum of three (3) years of documented professional experience in community social work, family services, or child welfare within the China Beijing metropolitan area or equivalent urban settings.
  • Demonstrate proficiency in Mandarin Chinese (Putonghua) at a native or near-native level, with the ability to produce written case reports and service plans in Chinese.
  • Provide a clean criminal background check as required by the Beijing Municipal Public Security Bureau for personnel working with vulnerable populations.
  • Complete the mandatory annual continuing education hours (no fewer than 48 hours) as stipulated by the Beijing Municipal Bureau of Human Resources and Social Security.
  • 4.1 This Purchase Order constitutes a binding procurement instrument between the Buyer and the Seller. All services described herein shall be rendered in strict compliance with the Social Work Law of the PRC, the Beijing Municipal Social Work Service Standards (DB11/T 1892-2021), and applicable labor regulations of China Beijing.
  • 4.2 The Seller shall ensure that the Social Worker is enrolled in the Beijing municipal social insurance scheme (pension, medical, unemployment, work-injury, and maternity insurance) from the first day of service. Proof of enrollment shall be submitted to the Buyer within fourteen (14) calendar days of commencement.
  • 4.3 The Social Worker shall maintain strict confidentiality of all client information in accordance with the Personal Information Protection Law of the PRC (effective 1 November 2021) and the Beijing Municipal Data Security Regulations. Any breach of confidentiality shall result in immediate termination of this Purchase Order and referral to the appropriate judicial authorities in Beijing.
  • 4.4 The Buyer reserves the right to conduct quarterly performance evaluations of the Social Worker's service delivery. Evaluation criteria shall include case closure rates, client satisfaction surveys, adherence to the Beijing Social Work Service Standards, and timeliness of written reports.
  • 4.5 Payment shall be made in quarterly installments of CNY 68,250.00, due within thirty (30) days of the Buyer's receipt of a valid invoice and the corresponding quarterly performance report. Late payments shall accrue interest at the rate prescribed by the People's Bank of China for overdue interbank loans.
  • 4.6 Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination, the Seller shall ensure a structured handover of all active Social Worker caseloads to a successor professional approved by the Buyer, at no additional cost to the Buyer.
  • 4.7 All disputes arising from this Purchase Order shall be resolved through negotiation. Failing amicable resolution, the matter shall be submitted to the Beijing Arbitration Commission for arbitration in accordance with its then-current rules. The seat of arbitration shall be Beijing, China.
  • 4.8 This Purchase Order is governed by and shall be construed in accordance with the laws of the People's Republic of China, with specific reference to the procurement regulations applicable to government agencies in China Beijing.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms set forth in this Purchase Order for the procurement of Social Worker services in China Beijing. This document is executed in two (2) original copies, one retained by each party, and shall take effect on the date of the last signature.
